A vacancy exists in the Police Department, Professional Standards Bureau.

A list of eligible applicants will be established based on the examination as outlined below.

Examples of Duties

Under general supervision, maintains order and protects property in the Public Safety Building, New Courts Building, the public areas of correctional facilities, and in other County buildings, grounds, and facilities.


  • Secures the public entrances to the New Courts Building, Public Safety Building, and Detention Center.
  • Observes and monitors the entrance and exit of building visitors.
  • Directs building visitors and answers inquiries from the public.
  • Operates x-ray machines and metal detection devices and searches pocketbooks, briefcases, packages and other personal belongings of building visitors.
  • Confiscates weapons and contraband entering the building.
  • Monitors the reception and visiting areas of correctional facilities.
  • Receives, screens, routes, and responds to telephone calls at the facility.
  • Verifies the credentials of visitors.
  • Instructs the public regarding visiting rules and regulations.
  • Operates security doors to regulate the flow of visitors.
  • Sequesters and stores weapons of those visiting with inmates.
  • Patrols office, courthouse, and detention center buildings and grounds, safeguarding against disturbances, vandalism, fire, and theft.
  • Checks for mechanical equipment malfunctions and other maintenance problems.
  • Maintains records of patrol activities and enters patrol times at key stations.
  • Answers and directs telephone calls.
  • Provides information to the public regarding rules, regulations, and policies.
  • Informs building occupants that they have a visitor.
  • Observes and reports suspicious activities.
  • Secures the building by locking doors and windows.
  • Monitors and responds to security system alarms.
  • Observes surveillance camera monitors.
  • Creates identification badges.
  • Receives, sorts, routes, and inspects mail and packages.
  • Evacuates buildings during bomb threats, fire alarms, and other emergencies.
Examples of Other Duties
Raises, lowers, and folds flags daily. May supervise parole and probation intake. May safeguard meals or property while en route between County buildings or correctional facilities. May provide fingerprinting services to the public. Performs other related duties as required.

Qualifications

Possession of a high school diploma or an appropriate equivalent. (Experience as a security officer may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Knowledge, Skills, and Abilities (Entry Level)
Knowledge of basic security practices. Knowledge of common fire hazards and basic extinguishing procedures.

Ability to learn and implement County security practices and procedures. Ability to analyze situations quickly and objectively, and to determine proper courses of action. Ability to deal firmly, tactfully, and courteously with the public. Ability to understand and carry out instructions. Ability to operate telephone, fire extinguishing, and security equipment.

Knowledge, Skills, and Abilities (Full Performance)
Knowledge of practices and equipment used to maintain the security of County buildings and premises. Knowledge of fire hazards and location of fire equipment.

Skill in operating fire extinguishers and other basic fire equipment. Skill in operating telephone and other office equipment and security controls. Skill in carrying out instructions.

Ability to determine proper courses of action in emergency and routine situations. Ability to establish and maintain effective working relationships with others.

Character Requirement
Persons appointed to this classification must be of good moral character and emotionally stable as determined by a comprehensive background investigation and a drug test.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Persons appointed to this classification may work on either a rotating or fixed shift basis, which will include nights, weekends, holidays, and overtime when scheduled.

Physical and Environmental Conditions
The work of this classification entails frequent walking and standing and the operation of office equipment. Some work requires exposure to potentially hazardous conditions such as adverse weather and violent people. Some positions may require travel between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
