Position Summary
Day-to-day Glimpse : Conduct initial needs assessments, assist participants to develop interim and final goals, and provide follow-up to carry out participants' plans; Provide continuing consultation with the participants and coordinate services with outside agencies.
- Conduct needs assessment interviews with assigned clients upon entrance into program and develop multi-year individual training and services plans to suggest alternative courses of action to resolve or alleviate identified problems. Monitor clients progress on an annual basis and/or more often as needed.
- Performs work readiness and education coaching for assigned client groups; reviews and evaluates client personal and vocational skills; assists clients with understanding and managing goals for economic, education, employment, life skills, financial literacy, and health and wellness. Maintains and documents client case files on a quarterly basis.
- On a one-on-one basis or in a group setting on a quarterly basis instructs in job seeking, application process, resume writing, interview preparation and job retention skills and attitudes; assists clients regularly in developing individual training plans that will fit their specific needs and skills to update or retrain for the current labor market.
- Interviews, screens and guides program participants and determines the need for supportive services in areas of remedial education, employment, job training, health services, credit counseling, child care and transportation. Refers participants to appropriate social services agencies and follows up bi-annually or more often as needed to aid clients in pursuing interim targets as planned.
- Participates in the design, coordination and evaluation of assigned self-sufficiency, upward mobility, and education or preventative programs for HACSB clients (e.g. Family Self Sufficiency Program, Section 3 Employment and Training Program, Career and Technology Centers, workforce/job development, financial literacy and budget management, asset building, homeownership, career planning, etc.)
- Performs various functions of outreach to inform residents of self-sufficiency programs and meet agency and departmental goals and objectives.
- Prepares various reports and correspondence; maintains accurate case management notes and uploads information into computer system; maintains caseload to meet the outcome requirements of all funding sources and evaluation partners; maintains files regarding career readiness programs, activities and services.
- Collects and analyzes all data for periodic reporting to the FES Manager. Compares data to project goals and timelines and reports deficiencies to the FES Manager.
- Selects, monitors, coordinates, and evaluates the services provided by staff, contractors, vendors, student interns, and other volunteers; identifies and resolves problems with service/program delivery or participant dynamics/behavior; ensures fulfillment of contract obligations. Works with Resident Services Coordinator to determine additional service needs.
- Serves as liaison and communicate with participants, providers, other departments and other outside agencies as necessary to exchange information, coordinate activities and resolve issues or concerns. In conjunction with the Resident Services Coordinator, plans, organizes and conducts economic empowerment fairs, peer mentoring programs, and other outreach activities as necessary.
- Participates in special assessments and triage mechanisms to assist clients in addressing serious personal, financial, employment, and/or family issues; performs crisis intervention, management, and referral services.
- Researches, analyzes, updates and maintains data on participants, demographics, progress needs and services; determines program effectiveness and direction in relation to participant status, progress and needs.
- Provides staff support to the Resident Advisory Board (RAB); serve as liaison between RAB and HACSB; assist in preparing meeting schedules, agendas and coordinating meeting presentations and activities.
- Performs other duties as assigned.

A summary of benefits for regular full-time employees is provided below.
Medical
Medical insurance is provided through CalPERS with several HMO and PPO choices. The HACSB pays 85% of the premium for employee and dependent coverage.
Dental
Dental insurance is provided through First Dental Health administered by The Principal Group. The HACSB pays 100% of the premium for employee only coverage. The employee is responsible for paying the dependent portion.
Vision
Vision insurance is available through Superior Vision Plan. The HACSB pays 100% of the premium for employee only coverage. The employee is responsible for paying the dependent portion.
Life Insurance, AD&D, & LTD
The HACSB pays 100% of the cost for employees on three different levels – Basic Group Life ($50,000), AD&D and Long-Term Disability Insurance.
Retirement
The HACSB is a member of the California Public Employees Retirement System (CalPERS). A contribution of up to 8% will be deducted from an employee's bi-weekly paycheck and put into their CalPERS account. The HACSB in turn will also contribute a % into the employees CalPERS account. Employees are considered "vested" after 5 years of service with a CalPERS employer and therefore become eligible for defined monthly benefit payments at retirement.
Classic Members
- Hired to a public agency prior to 1/1/13
- 2.5% at age 55
- Contribute 8% each pay period.
PEPRA Members
- 2% at age 62 (PEPRA)
- Contribute 6.75% each pay period
Medical Retirement
The HACSB will continue the medical benefit coverage for employees who retire from the Housing Authority after meeting specified criteria. The Retiree will be required to pay medical premiums at the same cost as current employees.
Vacation
The HACSB provides vacation time based on length of service ranging from 80-160 hours annually.
Sick Leave
The HACSB provides employees with a bi-weekly accrual of 4.15 hours (12 days/year) per pay period.
Holidays
The HACSB provides 15 paid holidays in a year.
Work Schedule
The HACSB works a 9/80 work schedule. The entire agency is closed the second Friday of each pay period. Standard hours are 7:30 a.m. – 5:30 p.m. with some flexibility depending on location working at. Depending on business needs, certain positions may work a different schedule.
Telecommuting (eligible positions only)
The HACSB provides the opportunity for approved positions to work remotely. Employees in an approved telecommuting position must have completed 6 months or more time in current position to be eligible.
Education Reimbursement
The HACSB has an education reimbursement policy for all employees who have completed one year of service with the Housing Authority. Reimbursement will consist of 100% for fees paid on Tuition and books at the Cal State San Bernardino or Cal Poly fee levels.
Public Service Loan Forgiveness
The HACSB is a qualifying employer for Public Service Loan Forgiveness (PSLF). The PSLF Program forgives the remaining balance on your (Federal) Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer.
