Job Summary
We are seeking an Acquisition Subject Matter Experts with construction contracting experience for a full-time, on-site position with a Federal customer in Huntsville, AL. The selected candidate will provide significant support to Government-led procurement teams to develop construction and renovation solutions.
Responsibilities and Duties
- Provide guidance to contracting staff on market research to identity potential sources of supply and contract vehicles.
- Conduct research on available supplies and provide analysis of services and costs of support from different providers; determine applicability of the Economy Act.
- Review, advise, and/or independently draft acquisition plans and other related documents, including risk mitigation approaches, contracting strategies, contracting methods, cost estimation, schedule development, Independent Government Cost Estimates, etc.
- Support program offices in developing small business capability analyses.
- Assist in developing acquisition packages for quality, clarity and adherence to applicable regulations.
- Prepare source selection plans, Request for Quotes, Requests for Proposals, Invitations to Bid; ensure each solicitation includes all appropriate solicitation terms and conditions.
- Develop solicitation packages for design, construction or building renovation procurement for Federal buildings, roads, docks, security fences, etc. where standard design and specifications are developed and used.
- Collaborate with evaluation and contracting teams to formulate negotiation strategies, to include: preparation, coordination, and execution of Pre-Negotiation Objective Memorandums (POMs) and Price Negotiation Memorandums (PNMs) that detail the terms, conditions, and pricing strategy for negotiations.
- Evaluate price/cost proposals using various techniques.
- Support contract award activities for design and/or engineering services, other technical services, and technical equipment and supplies; or contracts for acquisition and installation of building equipment systems.
- Participate in negotiations to support contract modifications and changes orders to address oversights or omissions in drawings, changed requirements, new specifications, and/or changed site conditions to include major or minor building systems.
- Participate in or lead design reviews based on contractual deliverables/milestones.
- Perform post-award monitoring or contractor performance to include but not limited to: participate in negotiating delivery orders, extensions of delivery schedules, price adjustments, contract modifications and contract closeouts.
- Develop and/or train other contracting specialist in performing the full range of pre-award contracting functions that require the use of fixed-price, cost-reimbursement, or a combination of contract methods and types to procure complex construction projects or services where no contractual precedent exists.
Qualifications and Skills
- At least ten (10) years of experience developing construction procurement packages in support of the Federal Government.
- Superior written and oral communications skills.
- Experience in conducting both pre-award and post-award.
- Experience with Design/Build and Design/Bid/Build solicitations, awards, negotiations, and review of post-award contracting artifacts and deliverables.
- Experience with fixed-price, cost reimbursement, or a combination of contracting methods.
- Experience conducting negotiations during the procurement process; experience performing post-award functions and price/cost analysis.
- Experience training Construction Contracting Officers.
- Experience with FAR - Part 36 Construction and Architect - Engineering Contracts.
- Experience using Federal Procurement Data System (FPDS) to record contract actions.
- Experience using the System for Award Management (SAM) to verify potential vendor’s business size and related information.
- Advance skills in the Microsoft Office Suite, particularly MS Word and Excel.
Minimum Education/Training/Certifications Required:
- Active Top Secret Clearance.
- Bachelor’s Degree or equivalent experience in federal contracting.
- Advance skills in the Microsoft Office Suite, particularly MS Word and Excel.
Desired Qualifications:
- Master’s Degree in Business (MBA) or Certified Federal Contracts Manager (CFCM) certification.
- Defense Acquisition Workforce Initiative Act (DAWIA) Contracting Level III - or - Federal Acquisition Certification in Contracting (FAC-C) Level III Contracting.
- Experience with the Unified Financial Management System (UFMS) contract writing system.
