JRC Integrated Systems is seeking an Instructional Systems Designer or experienced curriculum developer who has documented experience developing and delivering curriculum for instructor-led and eLearning training programs using the Planning, Analysis, Design, Development, Implementation, Evaluation, and maintenance (PADDIEM) or (ADDIE) Analysis, Design, Development, Implementation, Evaluation model. This position requires expert knowledge in adult learning theories, methods, strategies, bests practices, techniques of instructional curriculum development, and evaluation. The Senior Program Analyst will provide senior level assistance to the Navy Strategic Systems Programs (SSP) Nuclear Weapons Surety (NWS) Policy and Compliance Branch (SP31) in the following areas:
- Provide Subject Matter Expertise (SME) for NWS training, Nuclear Weapons Technical Inspection (NWTI), and NW (NW) Incident (NWI) response, NW Safety and Security programs.
- Provide technical and administrative support for NW inspections and training exercises.
- Assist in the planning, development, and production of NW Surety training material.
- Provide instructional and administrative support for the NWTI Inspector course.
- Conduct independent reviews of internal and external NWS policies and directives and provide recommendations and solutions.
Responsibilities:
- Support the customer by interfacing directly with SP31 staff on all matters related to NWS.
- Assist the customer in identifying, planning, developing, and delivering NWS training initiatives.
- Propose and execute revisions to ordnance documents (OD), Strategic Systems Programs Instructions (SSPINST), and other documentation as required in support of SP31.
- Provide SP31 with administration and inspector support for NWTIs.
- Regularly participate in meetings requiring close interactions with various project stakeholders (clients, SME, and end users).
- Develop and deliver executive level presentations and program briefs, status reports, memorandums, and formal letters.
- Mobile training team administrator, coordinate course schedule, logistics, and provide onsite instruction.
- Configuration management and sustainment of NWTI course materials and perform needs or gap analysis to determine effectiveness.
- Tracking work and schedules to ensure work is completed within scheduled parameters.
- Produce quality results in a fast-paced and dynamic work environment.
- Perform all other work, as assigned.
Skills/Requirements:
- Possess a Bachelor’s degree in Instructional Systems Design, Engineering or Technology from an accredited college or university; or 10 years of experience in the Fleet Ballistic Missile (FBM) / Strategic Weapons Systems (SWS) and NWS programs.
- Navy Instructor Navy Enlisted Classification (NEC), Navy Master Training Specialist, or equivalent. SME in FBM/SWS and NWS programs.
- Possess the ability to conduct front-end analysis for instructional requirements that support adult learning theories and an overall training situation analysis prior to developing a plan for instructional design and development.
- Comprehensive knowledge of methods and possess expertise in developing courseware for a variety of communication delivery methods, including instructor-led training (ILT), web-based training (WBT).
- Ability to objectively evaluate already in place courseware to measure its effectiveness and relevance. This includes periodic maintenance of the NWTI course examination bank.
- Strong working level knowledge of Microsoft Office suite is critical for this role, specifically PowerPoint and Word for course updates and editing curriculum.
- Experience creating and / or integrating dynamic presentation methods such as digital animation, training video clips, and voice-over enhancements is a plus.
- Must have a Secret Department of Defense (DoD) government security clearance with the ability to obtain a Top-Secret clearance
