We are looking for a Senior Project Manager: to develop multi-family affordable and supportive housing projects for formerly homeless, special needs, and extremely low-income households in the San Francisco Bay Area. Position will be based in Oakland, with potential flexibility for remote work for up to 4 days a week.

Responsibilities:
    • Supervise a team of 2 to 4 project managers and/or associate project managers/project assistants, providing oversight and guidance in all aspects of affordable and supportive housing development for both new construction and acquisition/rehab projects.
    • Review and edit financial proformas for projects including capital sources and uses, operating income and expenses, and potential debt service and/or tax credit equity.
    • Create, review and edit funding applications to various government sources.
    • Review and edit due diligence reports and loan documents for escrow closings.
    • Support development activity coordination with all community stakeholders, development partners and design professionals including supporting community engagement events to solicit community input on projects.
    • Review bid packets, analyze bids and recommend vendor, negotiate and monitor the status of professional service agreements and vendor contracts.
    • Monitor and report progress summary of development activities to management.
    • Review project deliverables and changes to scope, budget and schedule throughout the development cycle, including attending onsite owner/architect/contractor meetings as necessary.
    • Collaborate with Property Management, Asset Management, Finance, Services, and Compliance staff throughout the entire development cycle to ensure a smooth development process and transition to operations.

Qualifications:
    • Bachelors Degree in Construction Management, Civil Engineering, Business, Urban Studies, Planning, Architecture or related field.
    • Minimum 3 years experience in management role, with increasing responsibilities.
    • Minimum 5 year experience in affordable housing development and project management.
    • Experience with 4% and 9% tax credits, MHP, VHHP, HHC, NPLH, IIG, MHSA, HOME, VASH, Housing Choice, CDBG, AHSC, AHP funding sources.
    • Exceptional interpersonal, organizational and communication skills, integrity, respect for confidentiality, sound judgment and decision-making skills.
    • Strong written and oral communication skills in English.
    • Highly organized with the ability to prioritize multiple tasks within multiple projects.
    • Computer proficiency in a windows environment using MS Office.
    • Working understanding of fair housing laws and tenant laws and regulations.
    • Working understanding of accounting principles and prevailing wage requirements.
    • Reliable transportation, current and valid CA Driver’s License and Insurance required.
