Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Working under the direction of the Shelter supervisor; recruits, orients, trains, supervises and manages all animal care and foster care volunteers for Baltimore County Animal Services. Promotes services through social media and community events, including off site adoption programs.

  • Identifies specific volunteer positions, job descriptions, and qualifications and determines numbers of specific positions needed.
  • Develops and implements methods and strategies for recruitment, training and mentorship, and retention of volunteers.
  • Reviews volunteer applications, interviews and screens potential volunteers, and determines appropriate placement.
  • Designs, coordinates and conducts orientation and training programs.
  • Establishes volunteer schedules, monitors attendance, supervises and evaluates performance, and addresses concerns and issues of volunteers.
  • Develops, maintains and implements volunteer policies and procedures.
  • Develops, coordinates and ensures updated volunteer website information.
  • Monitors, creates content and posts on approved social media sources.
  • Responds to enquiries.
  • Assists with the preparation and maintenance of divisional records.
  • Compiles statistics and prepares reports regarding program activities
  • Coordinates and conducts community outreach events.
  • Creates volunteer program materials (applications, agreements, handbooks, job descriptions, orientations, trainings, newsletters, etc.).
  • Provides support in planning, directing, coordinating, and implementing community-wide pet adoption and special events.
  • Coordinates logistics, animal selection, and personnel assignments for all off- site pet adoption and special events.
  • Provides direct supervision to the Assistant Events and Volunteer Coordinator.

  • Promotes Baltimore County Animal Services Volunteer Program with community groups, citizens, other agencies and other departments.
  • Plans and implements offsite adoption events and annual volunteer appreciation event.

Qualifications

Required Qualifications
Possession of a high school diploma or an appropriate equivalent
plus
at least four years' experience in humane animal care and treatment, two years of which were coordinating and managing a program.

(Education in business or public administration, personnel administration, education, or a related field may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)

Preferred Qualifications
Experience supervising, managing or leading employees or volunteers in work efforts and projects
plus
experience in open admission animal shelter.

Licenses and Certificates

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
