The Department of Public Works is hiring Snow Emergency Ticketing Workers who are available to work on short notice for the 2022-2023 snow season. These are temporary positions for on call work, for City of Saint Paul declared Snow Emergencies.
Information about these Positions:
The Snow Emergency Ticketing Workers will only work when a Snow Emergency is declared in Saint Paul. The number of Snow Emergencies and when they occur varies each year depending on the weather; this may include weekends and holidays. There are no benefits for this position.
Hours:
- On call as needed for snow emergencies when declared by the City of Saint Paul, throughout the winter season.
- Must be able to work one of these shifts during snow emergencies:
- 7:00 a.m. to 5:00 p.m. (day shift)
- 8:00 p.m. to 5:00 a.m. (night shift)
- Writes and issues handwritten snow emergency parking tickets to vehicles not in compliance with snow emergency ordinances.
- Operates an assigned City vehicle safely throughout the City of Saint Paul in designated routes. Will enter in and out of a vehicle numerous times during a work shift.
- Communicates with others including coworkers, towing workers, and residents regarding topics related to issuing snow emergency parking tickets.
- Works outside under adverse weather conditions of cold temperatures, snow and ice; so appropriate winter attire is needed.
- The City will supply work materials such as vehicles, flashlights, high visibility vests, pens, two-way radios, and snow emergency ticketing books.
- One or two people are assigned to each vehicle for the snow emergency ticketing operations.
- All workers must be able to handwrite clearly and legibly on written snow emergency parking tickets.
- All workers represent the City of Saint Paul and must provide good customer service and comply with performance expectations.
- All workers are required to represent the City of Saint Paul in court if a snow emergency parking ticket you have written is contested at a later date. Workers will be paid four (4) hours for appearing in court.
Applicants must meet all the following requirements:
- Must be at least 18 years of age or older
- Possess and maintain a valid Minnesota Class D driver's license, or equivalent out-of-state driver's license
- Submit a City of Saint Paul online application, including answers to the Supplemental Questionnaire.

- A legible photo or copy of the front and back of your valid driver's license {required). Color photo or copy preferred.
Temporary: This posting is open to anyone who meets the position requirements. This position is eligible for Earned Safe and Sick Time (ESST). Other benefits are not provided.
Final Selection Process: Only complete applications will be considered. If selected, you will be provided with information about attending a paid training session. Training sessions will occur mid to late October.
Condition of Employment: This position requires a driver’s license check as a condition of employment. The City of Saint Paul encourages individuals to apply for positions regardless of criminal history.
