Cobb County Information Services is actively seeking an experienced Solutions Analyst II to apply advanced technical knowledge and analytical skills to design, develop and implement information systems and infrastructure solutions in complex problem areas.

This position is with the Cobb County Information Services department and supports the Cobb County Sheriff’s Office. The following position is NOT a work from home position and will require working On-Call and after hours as required. This position will require job functions to be to be completed at the Adult Detention Center.

The Information Services Department provides central IT support for all County departments. This includes business application support, implementation, and upgrades to all existing large, enterprise-class business systems and technology infrastructure. A project is being finalized to create an integrated cyber threat defense program. The project consists of overlapping security technologies working together to secure the county’s network, from its 5000+ endpoints to the network core. 30 million dollars in Special Purpose Local Option Sales Taxes (SPLOST) funding has been allocated for technology modernization and infrastructure upgrades.

Cobb County’s Board of Commissioners has approved the implementation of a class and pay study for the upcoming fiscal year. As a result of this approval, some salaries will reflect a more competitive wage effective October 1st.

Essential Functions

Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.

Identifies user and public business needs as they pertain to information technology systems: collects information from users; identifies alternative business solutions; develops programs and applications to address needs; defines input and output system requirements; prepares graphic and narrative representations of solutions; determines hardware/software requirements; performs cost-benefit, feasibility, and impact analysis; prepares testing plans and prepares program specifications.

Designs, develops, modifies, implements and maintains systems, software and infrastructure: writes code for new applications; ensures compliance with department design and coding standards; writes and modifies software using a variety of programming languages for mainframe and/or personal computers; and designs user friendly interfaces and logic screen flow.

Performs post-implementation assessment and maintenance; runs tests and debugs software; consults with other Network Engineers and County Information Technology staff regarding the development of test plans and test criteria; creates and maintains procedures for production and test environments; analyzes production and test environments for problems; provides resolutions to issues and corrects programming or infrastructure configuration errors; communicates software test results with users; maintains data integrity; and prepares program and infrastructure documentation according to department standards.

Plans and coordinates projects as the project manager or works with other project managers; may oversee work groups or assist the project manager in overseeing work groups; may lead and coach others in program techniques and technology solutions; assigns developers to projects and monitors progress reports; determines cost estimates and target dates; prepares project progress reports; and provides employee evaluation input to project managers on developer performance.

Supports complex applications with multiple web, application, and database servers and complex data and communications networks; experience in SQL, SQL development, database reporting tools, and developing database queries; knowledge of source control concepts and change management procedures.

Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and websites to increase knowledge of network operations; and attends conferences, workshops, and training sessions as appropriate.

Administers networks and develops network architecture according to communication and routing protocols; controls network access and security; and diagnoses, monitors and analyzes network utilizing appropriate tools.

Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degree in Computer Science, Management Information Systems, Computer Technology or related field; supplemented by seven years progressively knowledgeable experience in designing, developing and implementing information systems and infrastructure solutions, including technology based project management experience; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.

The following skills are preferred, but not required:


  • Strong software development skills including C#, C ++, Visual Basic, PHP, web development framework, JavaScript, JQuery, MVC Infrastructure, Bootstrap, Visual Studio, and TFS.
  • Proficiency in Oracle RDMBS, Microsoft SQL Server, and MySQL variants, Windows and Linux variants, physical and virtual computing, local and network storage, basic digital networking skill set, Microsoft Office software, public safety software, video systems and security electronics.
  • Strong analytical and problem resolution skills.
  • Possession and maintenance of PREA and GCIC certifications.

Licenses and Certifications

Possession of IT Infrastructure Library certification is preferred.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements

Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions. Occasional exposures to low and high voltage equipment.
