Job Summary:
The SMPSTF Director serves under the auspices of a joint-power agreement of the following agencies: Edina, Bloomington, Eden Prairie, and the Metropolitan Airports Commission. The SMPSTF Director is responsible for all aspects of the operations of the public safety training facility, including coordination of continuing education courses and support of in-service training courses, overseeing facility maintenance, supervision of staff, and other aspects.
Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgment in accordance with Department and City policies, Federal, State, and Local regulations and are based on detailed knowledge of Department operations. Work is subject to periodic review by the supervisor, who provides input on and approval of recommendations, and discusses assignments, priorities, and work. The SMTF Director supervises a staff of part-time employees and volunteers, administers a $600k operational budget, and oversees two buildings, and hundreds of training events.
- Oversees all aspects of the operations of the public safety training facility.
- Develops, recommends, and implements short- and long-term plans, including the capital improvement plan and projects.
- Serves as Department liaison to the Board of Directors, by providing facility and program updates through education, information, and recommendations for operational change.
- Makes or recommends the purchase of materials, equipment, and supplies.
- Oversees and coordinates planning and scheduling of events.
- Provides information to and answers questions from owner, member and renting agencies, and the public via telephone, email, mail, fax, or in person.
- Drafts, reviews, and prepares, marketing materials, newsletters, reports, correspondence, and requests for proposals.
- Reviews, analyzes and evaluates statistics.
- Creates, implements, and enforces policies and procedures.
- Negotiates contracts.
- Recruits, trains, and supervises volunteer and paid staff.
- Oversees safety compliance of facility, establishes compliance of all safety regulations, and develops and maintains the safety program for the facility and grounds.
- Administers electronic security and building access system.
- Oversees building maintenance and repair.
- Updates, maintains, and administers website and electronic calendar.
- Maintains records and files.
- Performs data entry.
- Facilitates opportunities for education and training through partnerships with JPA agencies and contract contacts.
- Assists with training coordination and planning.
- Schedules and prepares training operations meetings.
- Markets facilities and training opportunities to outside agencies.
- Manages improvements to the registration process
- Manages public access programs.
- Creates, approves, recommends, and administers public access programs, including open range, permit to carry, and firearms courses.
- Markets, schedules, and oversees staffing of programs.
- Using independent judgment provides supervision and leadership to Department personnel under the span of control.
- Participates in decisions on matters of hiring, transfer, suspension, recall,
- promotion, discharge, assignment, reward, adjusting grievances, or disciplining employees under the span of control.
- Sets goals and objectives for others to work towards and monitors performance.
- Conducts ongoing feedback, coaching, and mentoring for assigned employees.
- Plans the work schedule to meet Department demands and to limit overtime costs to reasonable and necessary levels.
- Encourages employee growth and development by providing or encouraging learning opportunities.
- Assesses staff development needs and directs the provision of staff training.
- Manages the Facility budget.
- Prepares requests for annual funding and presents requests to decision-makers for approval.
- Reviews year-to-date spending reports and monitors performance against plan making or recommending adjustments as necessary.
- Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job.
- Negotiates with vendors and works to ensure the most cost-effective alternatives are identified when planning expenditures.
- Research documents and provides recommendations for maintaining and increasing revenue sources to comply with Board direction and goals.
- Balances programs to accommodate JPA agencies along with access to public programs.
- Performs and/or oversees accounting activities.
- Prepares and sends invoices.
- Monitors and processes payables, receivables, and past due amounts.
- Prepares and makes bank deposits.
- Prepares reports and assists with the annual audit.
- Communicates courteously and professionally and maintains working relationships with others while carrying out job functions.
- Represents the City to the community, vendors, other Departments, other governmental municipalities and agencies, and the public.
- Communicates with others relating to work assignments and progress of work or to convey information about conditions or work-related needs.
- Works closely with city staff department heads and outside agencies to develop partnerships with high-level executives to maintain expectations of JPA agencies, renters, and public
- Maintains professional competence and stays abreast of trends, marketplace comparables, and innovations.
- Attends training, conferences, and meetings and reviews relevant literature.
- Performs other duties and activities as assigned.
Minimum Qualifications:
The job requires a bachelor’s degree in Public Administration, Business Administration, Operations Management, or an equivalent combination of education and experience. This position requires a minimum of five years of experience in public administration or facilities work that includes two years of supervisory experience. A valid driver’s license or evidence of equivalent mobility is also required.
Desired Qualifications:
Public safety experience with training public safety members, experience reporting to a joint powers board, and experience creating and working within budgets.

Physical and Mental Requirements:
Physical effort is light for most of the work with lifting or carrying limited to 25 pounds intermittently. Report preparation and writing at times requires extended use of a keyboard. Work interruptions are frequent.
Working Conditions:
Most work is performed in a normal office environment. The job may involve high-level interpersonal skills to provide and display a professional image of the facility and sponsoring agencies and dealing with and calming individuals who are emotionally charged over an issue.
