Position Summary: Crawford Consulting Services, Inc. (Crawford) is a Woman-Owned Small Business with an excellent reputation for furnishing outstanding personnel to augment client staff in ensuring construction projects meet overall client objectives, design intent, schedule, quality requirements and budget constraints. Crawford augments the client's Project Management Office (PMO) by furnishing personnel capable of ensuring the owner's interests are maintained throughout the project lifecycle, through commissioning and ultimate occupancy.


The Senior Construction Representative will be responsible for surveillance of construction projects and delivering findings to the United States Army Corps of Engineers (USACE) Contracting Officer Representative (COR). Opportunities exist for Structural Quality Assurance professionals at Scott AFB, IL, Fort Knox, KY, Wright-Patterson AFB, OH, and Fort Campbell, KY.

Selected candidates for Senior Construction Representative roles will be responsible for providing any or all the following representative services over the course of their assignment(s):

  • Ensure full compliance with contract plans and specifications.
  • Resolve construction issues in the field or raise issues to assigned Government Quality Assurance (QA) Rep/Project Engineer/Resident Engineer/Area Engineer.
  • Provide daily report of activities on construction site(s) documenting prime and subcontractor personnel on site, construction activities worked on that day, manpower, on each activity, temp., and weather on the date in question, and any kind of issues that may lead to a claim or Request Equitable Adjustment (REA).
  • Operate within guidelines provided by the USACE contact person with little to no direct daily supervision required.
  • Act as the single point of contact, in the daily administration of the contract.
  • Responsible for observation and reporting on assigned projects to government personnel.
  • Implements government corporate decisions/guidance/laws/regulations and policy in the development of the project and intermediate products in support of the project.
  • Oversees construction, contract administration, and quality assurance activities in accordance with established policies, procedures, and regulations.
  • Analyzes design and construction issues with respect to contract requirements.
  • Review/evaluate contractor proposed schedules for logic, adequacy, and determination of construction schedules being met.
  • Review contractor reports to verify accuracy of work performed, materials and equipment used, safety issues noted and/or corrected, and key communications or instructions given.
  • Maintain working relationships with both internal and external customers; often serving as the single point of contact for customers.
  • Ensure all parties/persons on construction sites comply with applicable safety standards and practices (per Corps of Engineers Safety Manual EM 385-1-1).
  • Provide technical review of project plans and specifications to determine site compatibility and anticipated problems.
  • Review and discuss principal construction features, requirements, and shop drawings in terms of field construction conditions both before and during work performance.
  • Coordinate with other contractors, private concerns and government agencies involved to preclude conflicts, jurisdictional disputes, and to maintain effective public relations on assigned construction projects.
  • Delivers recommendations to government personnel regarding compliance with contract provisions and environmental harmony, and exercises engineering judgment to assist in the development of solutions between conflicting plan details or requirements which become evident as construction progresses.
  • Delivers opinions to government personnel as related to schedule items being reasonable, consistent, and proportionately balanced with percentages accurately represented for each corresponding work feature or component of work.
  • Informs government personnel on progress percentages as they relate to an approximately uniform or balanced monetary payment, and that work involved accurately represents the monetary proportional amount of the contract.
  • Summarizes contractor's submittals and delivers outline of submittal for review by government personnel.
  • Prepares correspondence for the COR's signature.
  • Provides field surveillance and delivers daily detailed reports covering all pertinent factors affecting cost and engineering considerations.
  • Delivers quality assurance plans for assigned projects to government personnel.
  • Assists government in the preparation of modification scopes of work for changes to include drawings and specifications.
  • Deliver draft requests for proposals to government personnel; deliver cost proposal analyses and prepares draft cost and price analyses in support of audits.
  • Deliver draft pricing for government estimates to government personnel.
  • Participate in negotiations regarding price adjustments to the contract; deliver draft modification documents as may be required to meet specific guidance and regulations; and deliver draft correspondence regarding quantities for processing progress payments to government personnel.
  • Deliver draft pre-negotiation objectives in preparation for negotiations to government personnel.
  • Observe and report to government personnel regarding requests for Equitable Adjustments (REA) and claims as presented by the construction contractor. Deliver technical findings for each REA or claim and draft replies for government personnel.
  • Deliver recommendations to government personnel regarding merit or no merit; will be a resource in negotiating a cost settlement if applicable and in drafting the modification with government personnel. If a contracting officer's decision is required, deliver to government personnel a file with all pertinent data supported with an analysis for merit.
  • Deliver analysis for use by the government in support of disputes or litigation.
  • Deliver specialized expertise regarding contract surveillance matters and deliver briefings to government representatives.
  • Deliver draft modification/task order packages to include scopes, specifications, drawings, and request for proposals to government personnel.
  • Use Corps of Engineers automated information systems as required.
  • Delivers status reports on assigned projects to the district corporate leadership.
  • Resolve construction issues and impediments within authority level assigned.
  • Must be able to physically review construction work in the field and maintain good issue resolution skills.
  • Where necessary, must be able to stop work in instances of unsafe practices.
  • Analyzes situations, develops cost estimates, determines most practical method of accomplishment and time involved for purpose of comparison of bid received from contractor.
  • Other duties as assigned.

Education and/or Experience:

  • National Agency Check with Inquiries (NACI) Clearance or the ability to obtain said clearance is required.
  • Bachelor's degree preferred.
  • Minimum of 10 years-experience in one or more of the following positions on construction projects exceeding $4M in size: Project Superintendent, Quality Control Representative, Quality Control Manager, Project Manager, or Project Executive.
  • Experience working with DOD Organizational Structure, Processes, and Procedures.
  • Experience creating comprehensive reports with engineering-based recommendations.
  • Experience with USACE Quality Control processes and reporting.
  • Knowledge of construction cost estimating
  • Demonstrated experience with at least one of the listed specialized skills below:

o Medical Gases (NFPA 99), Life Safety Code (NFPA 101), National Electric Code (NFPA 70), Plumbing (IPC), Fire Protection Systems (NFPA 13 & 72), HVAC/TAB (ASHREA/AABC/NEBB), Building Commissioning, Biomedical Engineering Equipment, Environmental, HAZWOPER, Paving, and Concrete

Required Knowledge, Skills, and Abilities:

  • Ability to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.
  • Analytical thinking/critical thinking skills are imperative.
  • Demonstrated experience working within a team structure as well as autonomous/individual work environments to achieve contract goals.
  • Demonstrated ability to work in a dynamic fast-paced environment.
  • Proficiency in Microsoft Office.
  • Excellent written and verbal communication skills.

Physical Demands: These positions will entail a varying blend of office and field work. Office work may require long periods of sitting and computer use. Field work may require long periods on your feet, possibly on ladders or scaffolding. Active construction sites may be dusty, loud, or dusty. Heavy lifting should not be required.

Salary Range: $35 to $45 per hour (compensation based on skill and experience)
