Why does the job exist?

The Staff Manager / SNAP Program Manager will:

  • Work in the Policy and Program Development Bureau (PPDB) under the direction of the Bureau Chief;
  • Oversee and maintain the integrity of the Supplemental Nutrition Assistance Program (SNAP);
  • Ensure that the Human Services Department (HSD) remains in compliance with Federal and State Law;
  • Manage all SNAP activities, including budget and regulatory program development;
  • Educate and provide guidance to all staff;
  • Ensure the administration of the SNAP program is accurate, efficient and consistent.

How does it get done?

The Staff Manager / SNAP Program Manager is responsible for:

  • Training, developing, coaching and supervising staff to efficiently and effectively administer and maintain all SNAP program activities;
  • Monitoring and providing oversight of federal and state SNAP related publications, statutes and legislative amendments;
  • Developing, executing and maintaining various federal SNAP state plans, Change Requests (CRs), New Mexico Administrative Code (NMAC) updates, Interim Policy and Procedures (IPPs), policy clarifications and Interim Business Processes (IBPs);
  • Providing expertise;
  • Coordinating and working with the Human Services Department's (HSD) Federal Partners to ensure understanding and compliance with SNAP regulations;
  • Establishing procedures to meet time frames and deadlines for HSD and Federal Partners;
  • Meeting the needs of the Field Staff;
  • Assisting low income and disabled individuals;
  • Participating in Discovery and Design Sessions, along with Bureau staff, to facilitate changes into the ASPEN system;
  • Overseeing the development, implementation and maintenance of the Employment and Training (E&T) program;
  • Working with internal and external customers to provide access to low income programs;
  • Providing outreach activities to educate communities and increase SNAP and other program participation;
  • Seeking out, applying for, implementing and maintaining any Grant opportunities.

  • The Human Services Department (HSD);
  • All Divisions and Bureaus within HSD;
  • The Income Support Division (ISD) Field and central office staff;
  • External and all HSD customers.

Ideal Candidate

The Ideal Candidate has experience;

  • In policy research and the ability to provide compliance and implement ideas;
  • Problem-solving and making recommendations based on policy, research and data;
  • Effectively managing a workload through the efficient utilization of available resources;
  • Demonstrating excellent communication and organizational skills;
  • Multi-tasking and effectively managing several projects whilst meeting deadlines;
  • Working with the Supplemental Nutrition Assistance Program (SNAP);
  • Working with public assistance programs;
  • In fiscal management;
  • Working with contracts and services.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Must possess and maintain a valid Driver's License.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
