The University of Virginia VP for Finance seek applicants for a Strategic Sourcing Director reporting to the Senior Director of Procurement and Supplier Diversity Services . This position directs the University's commodity sourcing and procurement activities for academic division goods and services and major consulting and contractual services. This position leads a team in developing and continuously improving a strategic sourcing program that delivers quantifiable cost benefit for the University. This position oversees category strategies for IT, Research, MRO, Professional Services, and Furniture/Office. This position negotiates large-scale, enterprise contractual relationships between Suppliers and the University, interpreting Federal and State laws and regulations to ensure compliance, and working independently with General Counsel as needed.

Responsibilities:

• Manages staff responsible for strategic procurement activities for academic division goods and services.
• Manages Strategic Sourcing & Buyer Staff

• Works with employees to develop performance plans that improve customer service through cost savings, efficiency and effectiveness gains in support of Procurement & Supplier Diversity Services and UVA Finance's vision.
• Develops strategic plans, initiatives, policies and processes
• Creates, implements and monitors strategic plans, internal policies and procedures to support the overall operation of department.
• Develops University and internal policies and procedures designed to support the overall operation of the University's procurement and sourcing activity.
• Independently develops solutions to complex procurement and payables challenges.
• Creates plans and initiatives to save costs, improve processes and customer service in support of UVa Finance's vision.

Strategic Sourcing

• Develops and oversees a supplier management program and annual contract spend review.
• Develops and oversees performance measures & benchmarking relevant to stakeholders.
• Provides procurement guidance and consultation to peers and stakeholders regarding strategic procurement and contractual issues.
• Assures that necessary rules and regulations are employed in the contract process, and necessary legal requirements are incorporated into all agreements.

Supplier Diversity

• Develops supplier diversity spend goals within each specific commodity/category.
• Monitors to ensure target is reached, partnering with small & diverse businesses, departments, and the Supplier Diversity Team to ensure success.
• Sets goals with buyers to increase knowledge and relationships of small & diverse suppliers within the commodity area they each support.

General

• Assumes other duties and special projects as assigned including acting as the manager in charge in the absence of the Chief Procurement Office.
• Prepares, changes and reviews legislation for introduction to the General Assembly when necessary.

Requirements:

Education: Bachelor's degree.
Experience:

• Eight years of relevant procurement, strategic sourcing, payables, and supervisory experience.
• Experience in industry contracting, administration and commercial purchasing, and detailed knowledge of contracting and procurement policies and procedures.
• Experience in delivering cost savings and cost avoidance with enterprise master agreements and local/departmental level.
• Experience in developing and monitoring Key Performance Indicators and Success Measures that quantify and demonstrate successful supplier relationships and internal stakeholder relationships.
• Experience in developing revenue generating contracts and partnership agreements.
• Able to read, analyze and interpret contract terms and conditions, financial reports, and technical specifications for statements of works (SOW’s).
• Able to write reports, business correspondence and procedure manuals and effectively present information and respond to questions from CIO and senior management.
  

Licensure: Certified in specialized area, such as Certified Purchasing Manager (CPM), or Certified Public Accountant (CPA) preferred.

Location: This position is hybrid and will require a minimum of three days a week on Grounds (campus) in Charlottesville.
