Job description
The Metro Transit Police Department (MTPD) is responsible for the enforcement of laws, regulations, and ordinances for crimes commited on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.
The Supervisor Crime Analysis & Police Records position manages the work of incumbents who compiles, reviews, and prepares analytical and statistical reports, with emphasis on data quality and accuracy. The incumbent selected to fill this position will be responsible for reviewing crime data through reporting databases and business intelligence tools to assist with the identification of crime trends. This position requires extensive use of Microsoft Office programs to include manipulating spreadsheets in Excell, creating presentation visuals through PowerPoint, and preparing analytical reports in Publisher. This position will untilize the Police Records Management System (PRMS) to review police reports and query data. Police operations or Law enforcement experience is required.
The Metro Transit Police Department has tristate jurisdication and operates in the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. The salary range for the Supervisor Crime Analysis & Police Records position is: $76,982.00 to $115,473.00.

This position is a Hybrid role with three days onsite/ in office work setting Monday-Friday.
MINIMUM QUALIFICATIONS
Education
- Graduation from an accredited college or university with a Bachelor’s Degree in Police Science, Computer Science, Law Enforcement, or a related field.
Or
- In lieu of Bachelor’s Degree, an additional four (4) years of progressively responsible experience in compiling and analyzing data and preparing related reports in a police operations environment or other law enforcement environment may be considered.
Experience
- Four (4) years of progressively responsible experience in compiling and analyzing statistical data and preparing related reports in a police operations or other law enforcement environment.
Preferred
Experience
- One (1) year of supervisory in a statistical data analysis and police operations or other law enforcement environment.
- Three (3) years of experience working as a Crime Analyst.

SUMMARY
The Supervisor for the Crime Analysis and Police Records Division (CAPRD) is responsible for highly-specialized technical, professional, analytical, and administrative work which requires a strong background of crime analysis disciplines. The incumbent must have experience with mainframe computer databases for historical recall and working knowledge of the current Police Records Management Systems (PRMS).
The Supervisor is responsible for the correct preparation of reports required by the MTPD, regional law enforcement agencies and WMATA offices; and for other agencies such as the Federal Bureau of Investigation (FBI), the Federal Transit Administration, the U.S. Department of Homeland Security and the Metropolitan Washington Council of Governments.
The incumbent maintains effective channels of communication with the Homeland Security Operations Center in order to provide timely assessments, responses to requests for information, and the dissemination of warning and non-warning reports. The Supervisor also assists in maintaining terrorism related databases to track suspicious activities through Suspicious Activity Reports (SAR)
Responsibility to participate in conferences, seminars, committees, and meetings on behalf of the Manager and/or the Chief of Police may be delegated to the Supervisor on an as needed basis. The Supervisor has latitude for independent judgment and action with responsibility for developing recommendations for internal procedures, producing statistical reports, and generally supporting the work of the Division and Bureau. The Supervisor for CAPRD reports directly to the Manager and acts in that capacity in the absence of Manager.
ESSENTIAL FUNCTIONS
- Assists the Manager with the day-to-day operations of the Crime Analysis and Police Records Division for the Metro Transit Police Department.
- Maintains terrorism-related databases in order to track suspicious activities.
- Administers all MTPD event reports to include accountability, accuracy, storage, retrieval, and classification of incidents, both criminal and non-criminal.
- Responsible for reviewing all offense reports, incident reports, and criminal/civil citations for accuracy prior to being distributed to the appropriate police agency. Ensures elements of the reported crime match or support the offense classification.
- Supervises subordinate staff, to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning of duties, directing work, approving leave requests and time sheets, and ensuring appropriate subordinate training is provided. Monitors training and instruction of subordinates. Conducts performance appraisal planning and monitoring, and provides feedback to subordinates.
- Supervises the coding and input of all police data into the PRMS. Compiles data from varied sources; determines the proper classification to ensure accuracy of tabulations and usefulness of results.
- Responsible for review of standards and methodology of obtaining statistical information and performing analysis as required by the MTPD, jurisdictional, and FBI Uniform Crime Report (UCR) guidelines.
- Prepares a monthly compilation of standard police statistical reports. Additionally, the preparation of status reports, including updating status to closure, arrest, adding officer activities, and historical statistics related to the MTPD, and other correspondence as required,
- Prepares and submits monthly and annual reports to the National Incident-Based Reporting System (NIBRS) (FBI) crime statistics, Council of Governments (COG) and Federal Transit Agency (FTA) crime data, and goal reduction reports.
- Analyzes data to project crime patterns, crime series, or modus operandi to target areas for deployment of personnel on a timely basis in order to prevent offenses or apprehend suspects. Provides graphical statistics depicting crime patterns.
- Responds to court subpoenas as a custodian of MTPD records, providing documentary information or testimony to the court when requested by WMATA General Counsel.
- Assists as MTPD coordinator with IT personnel in the development, maintenance, and enhancement of software as well as the resolution of problems involving computerized data.
- Maintains and reconciles data in the PRMS associated with Master Indices: Entity, Location, People, Property and Vehicle.
- Performs record expungements in the PRMS as mandated by Court Order.
- Performs functional processes in the PRMS associated with sealing records as mandated by Court Order.
- Performs functional processes in the PRMS associated with securing records as mandated MTPD policy and procedure.
