Advantech is supporting NAVFAC in reconstruction efforts at China Lake NAWS:
The Construction Support Systems Acceptance/Commissioning Engineer (CSSAE) assesses the performance of Electrical Equipment and provides Electrical Distribution Systems Acceptance Testing services support. The contractor shall provide all labor, material, and equipment necessary to complete the work described in the paragraphs below. Specifically, the Electrical Acceptance Testing Engineer individual shall perform tasks as defined generally below unless specified otherwise as required by the government.
Registration as a Professional Engineer (PE) in the discipline of electrical engineering is required. The following minimum education and professional experience requirements must be met.
Requirements:
- A bachelor’s degree in Electrical Engineering from an accredited college or university (or certified equivalent)
- Analyses and calculations in the preparation and review of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs) and project specifications for a wide variety of facility types for multi-discipline and/or electrical engineering projects. Performance of Quality Control and Quality Assurance and reviews of drawings, specifications, calculations, cost estimates, and studies by other engineers.
- Knowledge of DOD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to electrical engineering design including NFPA 70 (National Electrical Code), IEE C2 (National Electrical Safety Code) and the International Building Code.
- Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting electrical engineering design throughout the are of responsibility.
- Experience with the use of Autodesk software, Microsoft Office products, electrical engineering design and analysis software
- A minimum of seven (7) years of specialized experience of acceptance testing of electrical equipment and electrical distribution systems on commercial/industrial type facilities contracts with at least five (5) projects valued in excess of $10 million.
Experience shall demonstrate:
- Recognized as a Subject Matter Expert, consultant, engineering coordinator, and technical specialist in the area of electrical equipment and electrical distribution acceptance testing
- Specialized experience includes, but is not limited to, the area o acceptance testing of electrical equipment and electrical distribution systems including transformers, engine-generators, uninterruptible power supplies, medium-voltage equipment, and control systems and equipment.
- Knowledge of instrumentation, testing equipment and techniques is required.
- Ability and willingness to traverse construction jobsites.
Highly desirable:
- Experience as a Construction Manager, Project Manager, or Project/Field Engineer on commercial/industrial type facilities contracts.
- 3 years minimum experience on NAVFAC or ACOE projects
Knowledge, Skills, and other Requirements:
- Tactful and professional communications both orally and in writing to all levels of authority and stakeholders. Must be proactive and astute at obtaining decisive action from all affected parties, including the Construction Contractor, Support Commands, NAVFAC, and AE DOR teams (DBB) to overcome technical issues at all phases of a contract. Must understand that his/her recommendations will be strongly considered in forming the basis for final action by field office leadership.
- Ability to perform constructability reviews on solicitation packages whether they consist of performance and prescriptive requirements for design-build procurements or plans and specifications for design-bid-build procurements.
- Ability to provide independent, timely, and professional specialized electrical engineering products, services, and consultation for planning, engineering, design, construction, and maintenance of facilities.
- Ability to interpret specifications/drawings and project requirements as outlines in technical manuals and in pertinent sections of the contract specifications/drawings.
- Ability to apply new developments or experimental theories in electrical engineering to problems not readily treatable by conventionally acceptable methods.
- Mastery of advanced concepts, principles and practices in electrical engineering that enables them to serve as recognized subject matter experts.
- Knowledge of related architectural and engineering fields and their associated impacts as related to electrical engineering design. Knowledge of complex electrical systems, emergency power systems (generators, UPS), medium-voltage equipment (switchgear, transformers, substations, etc.) and lighting systems.
- Knowledge of methods and materials associated with industry standard electrical tests
- Ability to thoroughly evaluate systems installations compliance with the design intent and provides the desired level of system performance.
- Ability to ensure that all testing is completed in accordance with applicable NEMA, NETA, IEEE standards and contract documents.
- Knowledge and experience with Autodesk software, Microsoft Office products, electrical engineering design and analysis software and other applicable DoD computer systems and software used by the Command.
- Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts.
- Knowledge of budgeting, planning, and project management techniques, including the ability to coordinate the work of others and lead teams.
- Knowledge of electrical trades required to install and maintain electrical systems and controls.
- Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment.
Duties and Responsibilities:
- Participates in pre-construction conferences on selected projects with highly sophisticated technical requirements or critical completion dates. Monitors and provides detailed surveillance of construction contract submittals and routinely provides on-site inspection of electrical equipment and systems.
- Makes recommendations for corrective/preventative measures as appropriate, and prepares sketches or change order drawings, cost estimates and specifications as necessary related to systems testing and acceptance.
- Develop recommendations, changing approach or methodology to meet or improve expected results or program objectives.
- Perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates as related to electrical systems acceptance.
- As the Subject Matter Expert and technical specialist in the area of electrical equipment/systems acceptance testing, performs technical administration of acceptance and commissioning programs, including coordination efforts with other engineers and architects involved in multi-discipline projects.
- Identifies area or risks associated with design and construction and develops mitigation strategies or alternatives. Areas of concern include permitting, scheduling, sustainability, and life safety.
- Review submittals for completeness, functionality, sound engineering practice and compliance with DoD and NAVFAC criteria, and other applicable codes and standards.
- Make site investigation field trips to project sites, as required, to collect all pertinent data as it related to assigned duties.
- Monitors the status of construction projects for quality and timeliness of construction on contracts that involve technically complex electrical systems aspects. Will handle complex electrical projects, requiring oversight, coordination, guidance, engineering design and construction services as they relate to systems acceptance/commissioning.
- Perform technical administration of acceptance and commissioning programs, including coordination efforts with other engineers and architects involved in multi-discipline projects.
- Regularly prepares correspondence and reports. Prepares written and oral presentations regarding electrical systems acceptance related topics including reviews and approval of contractor’s submittals to determine that they conform to the requirements of the contract drawings and specifications.
- Provides technical responses to electrical systems testing and commissioning Requests for Information (RFIs). Ensures that requests for deviation or change to any terms and conditions of the contract are coordinated and approved, as appropriate.

Pay: $75,000.00 - $120,000.00 per year
