Project Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Position Summary
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Systems Safety Engineer at the Pueblo, CO location. This position will report to the Systems Safety Supervisor at the PCAPP project. Systems Safety Engineer must maintain the Project System Safety Program/Plan in accordance with applicable governmental regulations/requirements, and client requirements. Maintains project specific safety design criteria and specifications in coordination with engineering. Performs and/or facilitates various hazard analysis efforts required by the design and service requirements of the project/process.This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am — 5:00pm Monday — Thursday. This position may require additional overtime hours as deemed necessary.

Responsibilities
Provides technical assistance/guidance to engineering, operations and maintenance
Maintain the Project System Safety Plan in accordance with the ES&H Procedures, client and/or host country requirements, and applicable government regulations/requirements
Develops, reviews, edits, and maintains the project ES&H database for Hazard Tracking.
Develops, analyzes, and integrates process safety information into studies and reports
Interacts with engineering, maintenance, and operations personnel to identify causal factors and develops recommendations to mitigate identified hazards and risks associated with project operations, equipment, and/or facilities
Performs advanced predictive assessments and hazard analyses of subsystem's, system hardware, processes, equipment, and logic for project or facility operations.
Conducts activities to confirm hazard resolution for closure of risk reduction activites.
Coordinates the distribution of information relative to hazard identification, hazard resolution schedules and tracks issues to closure.
Interacts with responsible parties to affect timely resolution of issues and to inform management if appropriate resolution is not achieved Conducts cross-training of other personnel in professional or discipline-specific skills, techniques, and procedures.
Implements and conducts project awareness activities and toolbox sessions for project/facility manual non-manual personnel as requested.
Interprets national and international recognized ES&H standards and applies them to projects and facilities. Integrates these standards with client and/or host country requirements.

Qualifications and Skills
Basic Qualifications

• Level 1: Bachelors of science degree in safety or engineering with 9 years of progressive professional experience related to risk analysis and assessments, project engineering, system safety, and/or safety and health administration and management. In lieu of degree 15 years of progressive professional experience related to risk analysis and assessments, project engineering, system safety, and/or safety and health administration and management.
• Level 2: Bachelors of science degree in safety or engineering with 13 years of progressive professional experience related to risk analysis and assessments, project engineering, system safety, and/or safety and health administration and management. In lieu of degree 19 years of progressive professional experience related to risk analysis and assessments, project engineering, system safety, and/or safety and health administration and management.
• Must be a US Citizen.
• Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety).

Additional Qualifications

• General knowledge of design and operating requirements for operations.
• Demonstrated ability to work independently and as part of a project team.
• Demonstrated ability for technical problem solving, technical writing, and computer skills (Microsoft Word and Excel) is required.
• Willingness to work overtime as required supporting project schedules.
• Ability to successfully pass medical screen, including the ability to wear a respirator and other PPE, ability to lift 20 lbs. and work in the proximity of toxic chemicals.
• Experience in Hazard/Risk Assessment processes.
• Master's Degree.
• Professional Certified Safety Professional.
• Experience with plant operations, especially as they relate to chemical demilitarization.
• Experience with safety assessment of explosive and energetic materials handling.
• Experience in developing and implementing system safety programs, including process safety management.
• Experience with oral presentation.
