THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.

The Riverside Transit Agency is recruiting for the position of Training Instructor assigned to work in our Operations Department. The Training Instructor develops, assesses, and delivers Agency-wide training including Federal/State-mandated training, vehicle operator training, and other training as assigned.

Note: This position primarily works out of our Hemet Facility and may report to Riverside as needed.

ESSENTIAL DUTIES/RESPONSIBILITIES

The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Develops and conducts one-on-one and group training.

Reviews and maintains existing training curriculum, course material, evaluations and tests.

Monitors and evaluates training participants and tracks progress.

Monitors applicable laws and regulations and makes policy recommendations to ensure compliance. Advises department manager on plans, projects, department functions and implementation of departmental policy.

Performs administrative functions necessary to deliver and document learning and development programs.

Reviews effectiveness of current transit and operations-related training instruction and makes recommendations to fulfill training needs.

Generates training materials and lesson plans in response to specific requests for training and to maintain compliance with all rules and regulations.

Assists in managing and evaluating the vehicle operator training program, which includes:

  • Developing and refining new programs;
  • Supervising course conduct and completion of Class B licensing.
  • Conducting classroom sessions and on-the-job training for trainees and other Agency personnel;
  • Establishing curriculum for instruction on Agency policies and procedures.
  • Training and assigning coach operator line trainers.
  • Counseling students regarding performance, conducting probationary training evaluations; determining employment status of trainees and conducting interviews and bus evaluations with applicants as needed.
  • Conducting on-board observation and evaluation of operator performance.
  • Conducting training on all new bus equipment; recertifying and retraining employees in general operations and/or specialized courses.

Assists in determining the type of retraining necessary for employees involved in preventable accidents.

Conducts external benchmarking with other transit agencies to identify best practices.

Completes, files and maintains all records related to Agency employee training, to include Federal and State training certification documents.

SUPERVISORY RESPONSIBILITIES

Supervises coach operator line instructors, new hire trainees, and training class participants.

QUALIFICATION GUIDELINES

EDUCATION and/or EXPERIENCE High school diploma required (Associates' Degree or Bachelors' Degree preferred). A minimum of three years' experience in the operation of motor coaches comparable to those operated by Riverside Transit Agency with a public or private transit agency and prior experience instructing adults in a formal training program or three years of supervisory experience.


Knowledge of transit operations including equipment, bus operation procedures, safety regulations and federal and state public transportation regulations; teaching methods and practices. Ability to develop and write training materials and design course curriculum. maintain records and prepare reports; instruct and train employees in the safe operation of Agency vehicles; evaluate the performance of students and veteran coach operators.

OR
At least two years at Riverside Transit Agency in the capacity of a Coach Operator. High School Diploma required (Associates' Degree or Bachelors' Degree preferred). At least one year experience in line training. TSI Bus Instructor Certification preferred but not required; however must be able to obtain TSI Bus Instructor Certification. Other verifiable education/training or organizational development experience may be accepted in lieu of line instruction/dispatch/training experience in public transit. Previous supervisory/management experience and/or supervision of a unionized workforce is highly desired.

LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to create and communicate by way of visual representation (i.e. bar graphs, pie charts).

COMPUTER SKILLS Must be familiar with current business operating systems, software, and programs (i.e. Microsoft Office, to include Word, Excel, PowerPoint, etc.)

REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

CERTIFICATES, LICENSES, REGISTRATIONS Possess appropriate license(s) with endorsements and certificates to operate a passenger motor coach.

OTHER SKILLS AND ABILITIES Knowledge of transit operations including equipment, bus operation procedures, safety regulations, ADA, Federal Motor Carrier Regulations, Drug and Alcohol legislation, CNG requirements, commercial licensing requirements and the ability to learn common computer software applications. Knowledge of teaching methods and practices with the ability to develop and write training materials and design course curriculum. Ability to maintain records and prepare reports. Ability to instruct and train employees in areas such as the safe operation of Agency vehicles. Ability to establish and maintain effective working relationships with others.
