Position Information


TxDOT's North Harris Area Office is looking for a Transportation Specialist IV or V based in Humble, TX. As a Transportation Specialist, you will be part of our Design team working on projects that will improve the TxDOT roadways you and your family drive on everyday. This position requires a strong design background with good oral and written communication skills between internal personnel and external entities/individuals. This position also requires good organizational and time management skills, and being a team player when it comes to getting the job done. Transportation Specialist V: (B23) $4,598.66

Maximum Monthly Salary

Position Description


Provides high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, and bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Transportation Specialist IV

  • Evaluates and analyzes highly complex design issues.
  • Performs complex field reviews of construction projects to assist area engineers and project engineers in resolution of
    construction problems.
  • Provides advanced technical expertise and coordination for maintenance operations including prioritizing projects,
    monitoring correspondence and writing memorandums and reports.
  • Provides technical assistance in resolving construction problems related to contract administration.
  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Develops site layouts utilizing engineering workstations and software.
  • Represents the Department at various meetings.
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs,
    markings, detours, traffic control plans, roadway illumination, traffic management systems and Intelligent Transportation Systems (ITS).
  • Performs other job responsibilities as assigned.

Transportation Specialist V

The following is in addition to duties listed above:

  • Coordinates data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development.
  • Directs traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including
    signs, signals, illumination devices and traffic data collection devices.
  • Plans, develops, administers and monitors maintenance contracts and service agreements.
  • Conducts new installation field site layouts prior to construction.
  • Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
  • Coordinates programs and projects to enhance efficiency and streamline operations.
  • Coordinates with staff and area engineers regarding construction operations as they relate to contract administration,
    programming, planning, design, right-of-way and maintenance operations.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
  • Reviews and maintains files which indicate the condition of the bridge inventory and documents compliance with bridge
    inspection manuals.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years in transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Licenses and Certifications:

  • Safety Impact Certificate (issued by TxDOT upon hire)

Transportation Specialist V

  • Materials used in highway/bridge construction and maintenance
  • Contract development and oversight
  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term
    deadlines
  • Maintaining effective working relationships with others
  • Leading, assigning, reviewing, and monitoring the work of others
  • Using computers and applicable programs, applications, and systems-O0135: Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10lbs at a time and occasionally carry files/small tools
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Stooping-bending body downward and forward by bending spine at waist
  • Reaching-extending hand(s) and arm(s) in any direction
