Job Summary:
Job incumbent is responsible for assisting the Tribal Government and Client Services (TCS) Executive Director in the development, overall management and operation of TCS programs administered by Tanana Chiefs Conference.

Adhere to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Representative Duties: Under general supervision of the TCS Executive Director job incumbent:

1. Responsible for collaborating with the Executive Director of TCS in the management of TCS Department services, initiatives, personnel, financial resources, developing plans and strategies to achieve goals and objectives.

2. Assure compliance with state and federal laws, regulations and standards. Correspond and meet whit parties on the state, federal and local levels.

3. Advocate with governmental decision makers, funding agencies, and tribal leadership. Responsible for researching crucial bills, legislation, and resolutions.

4. Assists with the design and implementation of TCS programs serving Tanana Chiefs Conference member tribes.

5. Assists with recruitment, training, supervision, evaluation and management of staff and TCS Divisions.

6. Assists with the development and monitoring program budgets and expenditures.

7. Develops collaborative partnerships with private, state and federal agencies to address identified unmet needs of families and communities in the Tanana Chiefs Conference service area.

8. Acts as a liaison and advocates for social service programs funded by state and federal agencies.

9. Assists with the design of program outcome measures and conducts program needs assessments to gage program effectiveness.

10. Identifies socio-economic, behavioral issues, trends and gaps in services and works with TCS Executive Director to develop solutions.

11. Assists Tanana Chiefs Conference member tribes in increasing local social service program capacity.

12. Assists in the development of short-term and long-term strategic plans for program services.

Other Responsibilities:

Minimum Qualifications


Minimum Qualifications:

1. Bachelor's degree in Business Administration, Social Work, Natural Resources or related field, Master's Degree preferred. Relevant experience can be substituted for education on a year for year basis.

2. Experience working with tribal or cross-cultural social services and tribal government programs.

3. Experience managing multiple program budgets preferred.

4. 3 years supervisory experience.

5. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills, and Abilities:

6. Knowledge of or experience working with Tribal Councils and proving social services.

7. Working knowledge of major federal and state statutes and regulations relating to social service programs.

8. Effective verbal, written, public presentation, analytical and interpersonal skills.

9. Must be able to perform accurate and timely work in an organized and efficient manner with minimal direction, sometimes under stressful situations, with multiple interruptions and short deadlines.

10. Extensive experience using Microsoft programs.

11. Advanced conflict resolution, analytical, and problem solving skills.

12. Must maintain strict confidentiality.

Physical demands: Requirements are those of normal office type work with extended hours of sitting and operation of standard office and computer equipment. Job incumbent may be required at times to lift and carry up to twenty pounds. Must be willing to travel to remote rural communities. Must be able to work efficiently and effectively; in a busy and sometimes stressful environment.

Summation: This position requires excellent time management skills, organizational skills, and the ability to prioritize multiple demands and juggle complex tasks. Must remain solution focused when resolving conflicts is required. This job involves the ability to work independently with many interruptions as well as the ability to be flexible and creative in program operations and management.
