JOB SUMMARY:


Operator I: This is an entry-level classification, and initially works under direct supervision. Positions at this level often perform most of the duties required of the Operator II position but are not expected to function at the same skill level and generally exercise less independent discretion and judgement in matters related to work procedures and methods.


Duties may include work associated with performing a variety of operations and maintenance and repair work involving wastewater treatment plant systems. This non-exempt position is responsible for operating, monitoring, controlling, testing and troubleshooting the wastewater treatment plants. Works under the direct supervision of the Wastewater Treatment Superintendent and under the general supervision of the Utilities Director.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

  • Operates a Class A and Class B Wastewater Treatment Plant and ensures compliance with all Federal and State water quality regulations and permits.
  • Operates and monitors equipment, processes and valves to ensure adequate supply, proper treatment, and safe release to the environment.
  • Operate plant equipment including pumps, engines, generators, and valves to control processes at the wastewater treatment plants as well as perform routine preventive maintenance on equipment, making adjustments and calibrations, and performing basic mechanical and electrical work and cleaning, lubricating and replacing equipment parts.
  • Stays alert to security concerns throughout the Wastewater Treatment Plants and surrounding area. Utilizes all methods and means to act and report on security threats, including but not limited to: outreach and interaction with the public on/around sites, utilization of security monitors, regular checks and evaluation of system buildings and components, completes required
  • Operates and monitors the wastewater treatment plants and works together with the collections system team to monitor flows into the plant. Determines daily needs based on computer generated data, experience and daily and/or seasonal weather changes.
  • Adheres to the Standard Operating Procedures and assists in the development of said procedures.
  • Inspects equipment and makes recommendations to the Wastewater Treatment Superintendent regarding necessary repairs, maintenance and calibration. Makes recommendations on the replacement schedule or type of equipment.
  • Collects wastewater samples, performs multiple laboratory tests, and maintains accurate laboratory records in order to ensure safety and water quality and notifies the Wastewater Treatment Superintendent when parameters are outside of established norms.
  • Adjusts and maintains chemical system components and schedules and performs maintenance on all process monitoring analyzers.
  • Calculates chemical orders based on technical expertise and standard operating procedures. Maintains adequate chemical and supply inventories and assists in offloads for bulk chemicals. Notifies Wastewater Treatment Superintendent of inventory and when to order chemicals for treatment.
  • Records data required for regulatory purposes. Creates daily operational reports on all changes made to the treatment plant.
  • Utilizes a variety of computer programs and databases during daily duties. Analyzes data and creates reports to aid in the evaluation of data and trends.
  • Verbally reports malfunctions and emergencies to the Wastewater Treatment Superintendent and initiates proper action per procedures. Perform appropriate follow-up procedures.
  • Attend technical and safety training meetings, courses and seminars as required.
  • Assists with public relations by representing the Town in the community or responding to telephone inquiries and complaints from the general public.
  • Routinely performs physical cleanup and housekeeping of work areas, equipment, buildings and ground maintenance using standard cleaning equipment and material, and chemical cleaning procedures.
  • Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of:
  • Operations, services, principles, practices, equipment, materials, chemicals, and activities related to the operation and maintenance of water and wastewater treatment plants.
  • Basic principles of chemistry, biology and mathematical and statistical calculations necessary to conduct, analyze and interpret information related to wastewater treatment systems.
  • Electricity, hydraulics and pneumatics to inspect equipment and request repair and maintenance.
  • Methods and techniques for sampling and monitoring wastewater treatment systems
  • Pertinent Federal and State regulations and permitting requirements.
  • understanding of SCADA computer system functions.
  • Safety procedures and use of personal protective equipment and ability to apply safety principles to all job tasks. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.
  • Compilation and recording of accurate and detailed logs and records.
  • Customer service principles.
  • Skill in:
  • Operating various hand and power tools.
  • Working independently and to complete daily scheduled work activities as required.
  • Using a computer for word processing and data entry skills and to access information and enter work orders.
  • Chemistry, biology and mathematical and statistical calculations necessary to conduct, analyze and interpret the results from standard laboratory tests.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
  • Working knowledge of common hazards and safety precautions necessary for treatment operations.
  • Abilities:
  • Respond to On-Call emergencies for wastewater treatment plant and distribution infrastructure and facilities as assigned.
    • Read and understand Safety Data Sheets (SDS) before handling toxic or caustic chemicals or any other material requiring an MSDS.
  • Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing;
    • Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects;
    • Exposure to: hazardous physical conditions (mechanical parts, electrical currents, vibration, etc.), atmospheric conditions (fumes, odors, dusts, gases, and poor ventilation), hazardous materials (chemicals, blood and body fluids, etc.), extreme temperatures, inadequate lighting, work space restrictions, intense noise, travel, and environmental dangers
    • Frequent exposure to outdoor weather conditions, including extreme heat and/or cold. Occasional exposure to wet or humid conditions; work near moving mechanical parts; fumes or airborne particles and toxic or caustic chemicals;
    • Noise level in the work environment is usually moderate, but can be very loud at times.


QUALIFICATION REQUIREMENTS:

  • High School Diploma / GED
  • Valid Colorado Driver’s License
  • CCWP Class D Certification in Wastewater Treatment or attainable within one year from date of hire.
