The Housing Authority of Jackson County Illinois ("JCHA") was established in August of 1946. The first public housing was constructed after a tornado devasted much of the southern part of Murphysboro, Illinois and left many people homeless in 1960. Since then, JCHA's mission is to provide safe, decent, and sanitary housing to low-income families, elderly families, and disabled families, and low-income individuals in six towns throughout the county. The programs administered by JCHA consist of public housing units, housing choice vouchers, and 12 multi-family housing units.JCHA seeks a full-time Work Order Technician to join the team. This position has in-office working hours scheduled between 7:30 am and 4:00 pm, Monday through Friday. Applications will be accepted through May 26, 2023. Pay range $17.50 to $22.59.

The Work Order Technician works closely with Maintenance Supervisor to assist tenants with their repair needs and manage inventory for the department within the assigned area. The Work Order Technician submits and manages work orders for tenants in the assigned area, works with vendors and subcontractors. The Work Order Technician also maintains perpetual inventory records and orders supplies as needed.
Major Duties and Responsibilities
1. Proficient and comfortable with all aspects of the work order repair process; provides meaningful and relevant information to tenants by phone or email; verbally directs tenants through self-help techniques whenever possible.
2. Obtains tenant?s name, address, and details regarding repair needed in order to prepare work order with appropriate information and dispatches Maintenance Technicians as necessary.
3. Verifies tenants and work order information for correctness and checks it against previous work order needs.
4. Enters information from work orders into the computer system costing out all expenses to individual cost centers to determine billing of work order charges to tenants.
5. Maintains statical data as needed, reviewing work orders and accuracy, preparing and inputting tenant/vendor/ employee feedback and information to ensure timely work order completion and calculations.
6. Maintains accurate tenant accounts and unit files including heavy amounts of data entry in computers to including but not limited to entering and updating tenant information, unit information, and schedule and enter work orders, completing end-of-day work order summary lists and reports as appropriate
7. Follows up with subcontractors, vendors, and tenants through call-backs and email responses, resolves, and reschedules pending order orders when appropriate.
8. Communicates all major problems to direct supervisor.
9. Assists with the review and requested edits to employee timecards for Maintenance Supervisor?s final approval.
10. Assist the Maintenance Supervisor with the monitoring the completion of prepare for rental assignments and work order assignments.
11. Receives lists of supplies required to complete work orders and prepared for rentals to place orders for supplies or go to the store to purchase items and distributes them accordingly.
12. Prepares purchase orders for purchases.
13. Determines methods and techniques required to administer the supplies and materials distribution.
14. Maintains an up-to-date inventory by receiving, storing, issuing and controlling equipment, tools, materials, parts and various supplies used in the operation of the Housing Authority including special required listings of any hazardous materials. Keep hazardous materials in safe storage areas.
15. Perform an annual inventory count of all areas of stored materials, equipment, and tools including vehicle inventory.
16. Maintains records such as purchase orders, equipment warranties and workorder.
17. To be able to create and manage spreadsheets as required.
18. Reads and responds to emails, Teams? messages and phone calls during regular business hours.
19. General administrative duties to include, but not limited to filing, reproducing copies, and updating information.
20. Manages assigned company-owned and leased vehicles by completing monthly inspections, scheduling regular service, ensuring insurance cards are updated and in vehicle, and ensuring regular cleaning of the vehicles takes place.
21. Assist other company requests to appropriate staff members.
22. General customer service duties to include, but not limited to, answers phones, assists with maintenance processes, schedules workorders, answers questions, and assists with vendors.
23. Directs tenant requests to appropriate staff as necessary.
24. Other duties that may be assigned from time to time.

3. Knowledge and compliance with Fair Housing and Illinois State Landlord/Tenant Laws and the U.S. Department of Housing and Urban Development.
4. Knowledge and compliance with Housing and Urban Development procurement rules and procedures.
5. Knowledge of capital funds and allowable expenses.
6. Proficient computer skills and ability to learn JCHA software systems.
7. Strong clerical skills including record keeping, report preparation, filing methods, and records management techniques.
8. Ability work within a budget.
9. Ability to work independently and multi-task on a variety of tasks.
10. Maintain reliable and predictable attendance.
11. Ability to use tact, discretion, initiative, and independent judgment within established guidelines.
12. Ability to apply logical thinking to solve problems or accomplish tasks to understand and communicate complicated policies and procedures.
13. Keep and guard all applicants, tenants, and participants? personal information in a private manner.

17. Ability to respect and take care of the facility, and not be wasteful of supplies.
Working Conditions/Physical Requirement (with or without reasonable accommodation)
1. There are a number of deadlines associated with this position, which may cause significant stress.
2. Must be able to remain in a stationary position for prolonged periods of time.
3. Occasionally move about inside the office to access file cabinets and office machinery.
4. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
5. Frequently communicates with third parties, applicants, tenants, participants, and co-workers regarding files. Must be able to exchange accurate information.
6. May be required to climb stairs, stoop, bend, kneel, crouch, or crawl in order to complete inspections at various housing rentals.
7. Must be able to determine if a housing rental passes inspection, mainly through visual means.
Education/Specific Requirements
1. High School diploma or equivalent.
2. One (1) year of experience of clerical or administrative experience
3. Three (3) years of experience managing inventory or similar
4. Experience with affordable housing or assisted housing programs and demonstrated skills in LIPH, HCV, and RAD compliance, preferred.
5. Continuously hold an Illinois Driver?s License with an insurable driving record or ability to obtain one (1) within thirty (30) days of hire.
