Position Summary

Southern Land Company is seeking a motivated and experienced candidate to provide assistance with regulatory compliance of rehabilitation and redevelopment activities at the former Mare Island Naval Shipyard. The ideal candidate will possess relevant prior experience and applicable knowledge of the monitoring and reporting requirements for land use covenants (LUCs) at similar brownfield redevelopment sites. Experience with the rehabilitation of historical architecture and aging infrastructure is also desired.

Key Responsibilities

• Respond to soil disturbance notices and provide necessary documentation to regulators in conformance with LUCs
• Facilitate implementation of annual and five-year LUC inspections and reviews
• Coordinate with contractors and consultants to characterize soil for off-site disposal or onsite reuse per regulatory requirements
• Interface with former property owner regarding access for remedial activities.
• Review tenants’ operations with respect to hazardous materials management
• Confirm tenants’ hazardous materials plans are current and being implemented
• Interface with tenants and provide recommendations for improved management of hazardous materials
• Coordinate annual environmental audits of tenants.
• Assist designers and consultants with evaluations of proposed projects to ensure compliance with LUCs
• Attend public meetings and prepare responses to questions regarding environmental conditions and mitigations
• Coordinate with consultants during site investigations and response actions
• Provide technical evaluations of proposed remediation and/or mitigation systems for site developments.

Knowledge/Skills/Abilities

• Strong working knowledge of Microsoft Office Suite.
• Ability to maintain confidential information.
• Excellent written and verbal communication skills.
• Strong interpersonal skills, and ability to deal professionally with clients, vendors, and co-workers on the phone and in person.
• Excellent organizational and time management skills, ability to take initiative and use good judgment, demonstrate strong sense of urgency and attention to detail, and carry out multiple projects through to completion.
• Ability to work independently and collaboratively, prioritize work and seek further clarification when necessary.
• Ability to work under pressure with time constraints, as well as the ability to deal with interruptions, unresolved situations, frequent changes, delays, or unexpected events.

Education and Experience

• 4-year degree in engineering, geology or environmental sciences.
• Knowledge of State and Regional environmental regulations including DTSC, Water Board, BAAQMD and BCDC.
• Previous experience with brownfield redevelopments.
• Training and/or experience in the management of hazardous materials.
• Experience and interest in public meetings.
• Familiarity with LUCs/deed restrictions.
• Experience with the implementation of soil and groundwater management plans.

Preferred Qualifications

• Advanced degree in related field
• Familiarity with Mare Island Naval Shipyard and/or historical chemical use
