Pay Rate: $76,500-85,000, commensurate with qualifications; excellent benefits package
Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities – people with low or no income, low-income people with chronic illnesses, people with criminal justice involvement, people who use drugs, domestic violence survivors, people of color, and the LGBTQ community.
POSITION SUMMARY:
Next Step Resource and Recovery Center is a hub for people and families struggling with drug and alcohol addiction and substance use. We offer options for people seeking treatment, activities and workshops for people engaging in recovery, and support for families helping a loved one. The Center is open 24 hours a day, 7 days a week, 365 days a year. The primary role of the Associate Vice President of Next Step Resource and Recovery Center (NSRR) is to facilitate the daily processes of the department, manage and support personnel, coordinate service tracking activities, ensure that contract reporting and service requirements are being met, oversee departmental spending and provide core support to the Vice President of Programs and Chief Program Officer. The Associate Vice President works proactively across programs within the NSRR department and in collaboration with other CHASI programs in order to facilitate planning, growth and sustainability, prioritization of activities, and appropriately represent the department within and outside the agency. The Associate Vice President of NSRR is responsible for the coordination of services being provide to individuals with substance use disorder. The Associate Vice President is a key member of the CHASI management team and oversees the portfolio of services including our 24/7 Recovery Center. This encompasses, but is not limited to the HOPE program, funded by the Richmond County DA’s office, and the Relay program, funded by the City’s Department of Health, the ARISE training program for peers, and Family/housing support program. The AVP works in conjunction with the Next Step management team to develop, deliver, and evaluate program services and operations.
DUTIES & RESPONSIBILITIES:
Personnel Management:
- Manage program’s management team and oversee their management of line staff including recruitment, orientation, training, evaluation, and performance improvement.
- Build a positive staff culture. Provide guidance, support, and feedback to staff.
- Establish objective performance measures in concert with those set within CHASI to ensure consistent, high-quality evaluation and goal setting for all employees in the department.
- Instill a sense of accountability among team members by modeling focused oversight of individual and organizational performance standards.
Planning, Fiscal, Compliance:
- Develop tools and processes to make sure that programs meet their established deliverables and outcome goals; identify areas of risk and weakness; create action plans to address areas of concern.
- Assist with planning and growth processes to ensure program sustainability.
- Plan and integrate new programming into Next Step programs for additional funding, other CHASI programming and the parent company
- Oversee department spending in a fiscally responsible manner, keeping spending within the confines of the programmatic and departmental budgets. Monitor and approve all budgeted program expenditures
- Ensure that program activities operate within the policies and procedures of the organization and are compliant with relevant regulatory agencies.
- In collaboration with senior staff, work to develop quality assurance, continuous quality improvement, and outcome evaluation processes and implement these within the department.
Community Engagement:
- Engage community members and groups in in-reach and outreach activities geared toward:
- improving communities’ and community members’ awareness of health and other concerns and
- engaging community members in utilization of CHASI’s services.
- Represent CHASI at meetings with partner agencies, elected officials, funders and others with clarity of agency mission, departmental programming and social agenda in a professional and respectable manner.
- Liaise with coalitions, partner agencies and funders to acquire relevant programmatic information as well as to promote and represent CHASI
Reporting:
- Write monthly and as-needed reports for submission to funders
- Oversee the preparations for site visits from funders and regulatory agencies.
Collaborate with Team:
- Work collaboratively with the senior management team to integrate cross departmental activities and functions.
- Develop and implement strategies that will maximize the synergies among program areas.

Requirements:QUALIFICATIONS:
- Licensed Master Social Worker or Mental Health Counselor required. LCSW preferred.
- At least 5 years of experience working in the human services field providing services to individuals and families experiencing substance use disorder or other directly related field required.
- At least 3 years of experience supervising staff and managing programs required. Ability to work in a team setting and use effective leadership and communication skills.
- Knowledgeable in the areas of substance abuse, addiction, harm reduction, recovery services; experience with criminal justice system involved persons preferred.
- Demonstrated success analyzing and interpreting financial and program data and responding quickly and effectively to improve program performance required.
- Ability to work independently, establish priorities, and handle multiple tasks simultaneously.
- Strong oral and written communication skills, including the ability to effectively present information and respond to questions from internal/external sources as well as the ability to relate effectively to clients, front line staff, middle and executive management.
- Advanced computer skill, specifically Microsoft Office applications, including Excel and PowerPoint as well as internet navigation and ability to use and quickly learn new databases.
- Ability to read, analyze, and interpret financial reports, service data, contracts, technical procedures, governmental regulations; able to write reports, P&P manuals, and professional correspondence.
- Ability to effectively present information and respond to questions from groups of clients, staff, managers, funders, policymakers, and the general public.
