DEFINITION
Under general direction, plans, supervises, assigns, reviews, and participates in the work of staff responsible for performing complex analysis of an assigned department’s business and data needs, systems maintenance, data analysis, and/or modification of application systems to meet business and user needs; ensures work quality and adherence to established policies and procedures; performs the more technical and complex tasks relative to assigned area of responsibility; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises direct supervision over professional and technical staff.
CLASS CHARACTERISTICS
This is a full supervisory-level class in the Business Systems Analyst series that exercises independent judgement on diverse and specialized business and data analysis functions with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff and for organizing and overseeing day-to-day business system and data analysis activities, projects, and services within the assigned department and are responsible for providing professional level support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

- Plans, organizes, assigns, supervises, and reviews the work of staff responsible for performing business and data analysis, system and/or database maintenance/modification, and report design, development, and modification to support assigned department’s business and data needs, quality improvement, performance outcomes, and mandated reporting.
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned function; recommends within departmental policy, appropriate service and staffing levels.
- Develops and maintains service level agreements for business analysis and support services; establishes schedules and methods for providing business analysis and support services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
- Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
- Participates in the selection of, trains, motivates, and evaluates assigned staff; works with employees to correct deficiencies; recommends discipline to management staff.
- Participates in the preparation and administration of assigned program and project budgets; submits budget recommendations; monitors expenditures.
- Supervises the design, creation, and running of reports used for business process analysis and decision-making; oversees the set-up of report definitions to ensure proper formatting.
- Supervises the maintenance of a variety of departmental and/or program databases, files, and records; oversees the queries development and scheduled and ad hoc report generation.
- Participates and collaborates with Information Technology staff and vendors to modify existing systems and/or implement new systems by developing, writing, and disseminating procedures that utilize new or changed system applications and by evaluating system modifications in response to operational, program, and/or regulatory changes.
- Supervises the requests for assistance related to the use of department and/or program systems and software applications to staff; determines severity of problem and resolves or refers to appropriate personnel or vendor for resolution.
- Supervises the facilitation of a variety of department staff, system user and work groups to identify user needs and operational, programmatic, and/or regulatory changes affecting application or data requirements and other related issues.
- Develops and recommends comprehensive standards, policies, procedures, and technical documentation pertaining to business and data analysis and support services.
- Gathers and analyzes service performance metrics and data; develops reports and recommendations for changes and improvements to ensure efficient and quality service delivery.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology and data analytics.
- Performs related duties as assigned.

- Prepare clear and concise technical documentation, technology procedures, staff reports, and other written materials.
- Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures and standards relevant to work performed.
- Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional and regulatory organizations; and in meetings with individuals.
- Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
- Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Education and Experience:
Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be:
Bachelor’s degree from an accredited college or university with major coursework in data science, information systems, business or public administration, or a related field; and
Five (5) years of increasingly responsible professional experience analyzing business needs and developing or modifying systems and/or databases to address business and reporting needs, including two (2) years or lead, supervisory, or project management experience.
Certifications and Licenses:
- Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations.
PHYSICAL DEMANDS
- Mobility to work in a standard office setting and use standard office equipment, including a computer; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.
- Vision to read printed materials and a computer screen.
- Hearing and speech to communicate in person and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
WORKING CONDITIONS
- Office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

- Equipment utilized includes personal computer, fax machine, and standard office equipment.
