Job description
VDH is currently seeking a Buyer to procure goods and services and provide purchasing guidance and solutions to staff in accordance with established VDH and Commonwealth of Virginia protocols. Follows prescribed procedures in order to procure supplies, equipment and services for the agency, with limited: purchasing authority, volume and variety. Secures market information regarding quality, performance, problems and pricing. Reviews requisitions and specifications to determine the appropriate method of procurement. As instructed writes, Quick Quote (QQ), solicits bids, evaluates and awards purchases. Monitors orders and expedites delivery. Receives invoices, verifies receipt of goods or services and verifies changes accurately. Maintains records and provides record keeping information on active and/or closed files utilizing databases, paper records and/or electronic records of critical procurement transactions.
Minimum Qualifications
- Working knowledge of procurement laws, policies and procedures
- Experience preparing, maintaining, and reconciling financial reports and data.
- Experience with contracts, purchase orders, and SWAM vendors.
- Experience and proficiency with automated procurement systems, Excel, and Access
- Ability to interpret and apply established policies, guidelines, and procedures Strong oral and written communication, organizational, and customer service skills.
Preferred Qualifications
Preferred qualifications include:
- Degree or coursework in procurement, accounting, business, or related field or equivalent knowledge.
- Experience with State or VDH procurement systems and requirements (e.g. CAPP, VPPA, eVA, RAPS).
- Virginia Contracting Associate (VCA) or Virginia Contracting Officer (VCO) Certification
Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Other financial, credit, driving, or other background checks prior to employment may be required for certain positions. Completion of Statement of Economic Interests will be required upon employment.
