The College of Agriculture and Life Sciences is charged with furthering this mission and oversees the operations, not only for traditional campus-based personnel, but for a variety of employee groups across the state in the research stations, centers, field labs, and other offices.
The CALS Human Resources Office aligns under the CALS Dean’s Office and serves as an HR umbrella team guiding the HR work of the twelve academic departments and several centers, institutes, and research stations. We provide HR services across the entire employee lifecycle including organizational design, staffing strategy, recruitment, retention, engagement, employee relations, performance management, leave administration, onboarding, and offboarding, as well as targeted training and development. With employees located across the state in myriad work locations and environments, and positions serving in a wide array of roles associated with a land grant, CALS HR executes one of the most complex HR functions on campus. The office is responsible for delivering HR services to these statewide employees, as well as campus-based employees covering the full complement of employee categories. Specifically, the office is responsible for delivering these HR services for more than 1,200 EHRA and SHRA employees, 1,000 bi-weekly employees and student workers, 100 postdoctoral positions, and 1,000 No Pay appointments. Knowledge of distinct applicable governing policies for each employee category is required.
This position will be eligible for a flexible work arrangement to include hybrid options upon successful completion of an initial training and onboarding period that will be completed mostly on-site.

Essential Job Duties

HR Consultant will report to the Assistant Dean in the College of Agriculture and Life Sciences, with day-to-day accountability to the Senior HR Partner.

- Provide high-level management, guidance, and consultation for assigned departments/units for their HR operational needs;
- Be involved in strategic and organizational planning and design. The position serves on a team of four HR consultants.
- Assigned to specific departments/units within the College and work directly with the leadership team and other HR professionals in the departments/units to provide a high level of human resources expertise and consultation;
- Implement, design, and promote human resources policies and best practices to support the goals and objectives of each department/unit within the College;
- Initiate, develop, and maintain productive and collaborative work relationships to support the needs and strategic direction of each department/unit;
- An exceptional level of customer service, teamwork, and collaboration is essential for this role.
- Advise departments/units on a wide range of HR needs in relation to mission and long-range organizational and staffing planning, along with the appropriate interpretation of state, university, and college-level policies and procedures;
- Adapt human resource management practices to address changes in the organization, changing work situations, and changing staff needs;
- Provide ongoing consultative decision-making, communications, training, tools, and resources to individuals in the departments and units who are responsible for human resources so they can build and maximize their knowledge, skills, and abilities and become content “experts” for their respective area(s);
- Successfully interpret and convey critical HR information and best practices to all constituencies within the department/unit leadership teams;
- Support the departments/units in the event there is a transition or turnover within the departments/units in order to maintain HR business continuity;
- The incumbent will exhibit a commitment to promoting a positive work environment for people from all backgrounds.
The
CALS
HR Consultant will collaborate with the Senior HR Partner, fellow HR Consultants on the team, the Assistant Dean for Human Resources, University Human Resources, departmental/unit business partners and HR representatives, faculty, staff, and managers to develop and facilitate best practices in various human resources areas. The position includes frequent interaction with Department Heads, CALS Business Operations, Unit Leaders, and the CALS Dean and Directors. This position will be responsible for HR compliance and work with departments/units in providing guidance and education to ensure that CALS maintains compliance in various areas of human resources. This position will support all College constituencies in building relationships, offering creative and strategic solutions to challenges (i.e. succession planning within the department/unit’s to ensure HR continuity), and recommending new best practices to improve College HR services. This position will assist with triaging employee relations matters within the College and advise administration and leadership on appropriate options and procedures.

HR Consultant will coordinate with University HR teams to share HR practices, tools, and information to ensure a level of consistency across the college and will work with University HR teams on special projects as needed. The
CALS
HR Consultant will provide information on college and university systems and national best practices in human resources and balance university and college priorities with the College of Agriculture and Life Sciences priorities. This position will conduct compensation analyses and provide guidance and education on policies and procedures, the salary review process, market adjustments, and reclassifications. This position will conduct analyses for departments/units, which may entail a thorough review of positions and organizational structure, and will work closely with leaders to assess needs, perform and/or guide in the job analysis process, create, and update positions according to the department and college needs.

Qualifications
Minimum Experience/Education
Bachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.

- Proven ability to understand and independently, and creatively solve complex problems which require extensive collaboration and fact-finding;
- Ability to source and gain buy-in on new initiatives and to communicate sensitive matters;
- Superior organizational skills, with the ability to prioritize and manage multiple projects with competing deadlines simultaneously along with exceptional judgment and discretion.
Preferred Qualifications
- Bachelor’s degree in an area related to position responsibilities and three + years of progressively responsible experience analyzing, interpreting, applying, communicating, and promoting HR best practices in the context of organizational goals and objectives. Degrees must be from appropriately accredited institutions;
- Human Resources Certifications-PHR/SPHR or SHRM-CP/SHRM SCP or comparable HR certification preferred;
- Experience in higher education HR, and preferably within the UNC System and/or at NC State;
- Experience using Google Suite. Proven skills in data collection, information processing, analyzing and summarizing information, prioritization, and problem resolution;
- Experience using an applicant tracking system (ATS) for creating positions and recruiting. Preferably PeopleAdmin;
- Experience with PeopleSoft HR;
- Experience with faculty appointments and academic personnel administration.
