Job description
The Capital Projects Coordinator under general direction, plans, organizes and coordinates most aspects of project administration for City facilities; participates in program design, planning and assessment; conducts special studies relating to capital improvement projects, and performs related duties as required.
ESSENTIAL FUNCTIONS
- Manage capital improvement and major maintenance projects
- Develop and maintain project design and construction schedules
- Coordinate project communications with other affected City Departments, local and state agencies, and the public
- Coordinates with outside consultants regarding project design and construction schedules.
- Assist in the preparation of complex reports.
- Develop and coordinate community outreach efforts. Coordinate, and facilitate, intra-departmental stakeholder, and public open house meetings to solicit feedback.
- Coordinate and facilitate outside agency meetings.
- Develop and maintain project budgets; develop cost estimates for projects.
- Manage grants and bond projects
- Participate in Atlanta Regional Commission and SPLOST- monitor and keep track of communication meetings, understand guidelines, present to legislature
- Research, prepare, present, and assist in the administration of grants for acquisitions, renovations, and new facility developments.
- Prepare informational materials and make related presentations to City staff, elected officials and public groups, act as liaison between end users, City staff, contractors, and City projects.
- Provide written and verbal reports on updates. Manage and track monthly project report metrics.
- Manage the process plan review for City projects; manage and/or conduct regular inspections of construction projects to ensure compliance with plans and specifications, coordinate safety requirements and other applicable standards; review of materials and methods used in construction.
- Monitor budgets and payments to consultants and contractors; perform project closeout; process warranty items; arrange for training on new structures and equipment; distribute operations and maintenance manuals. Manage public bid process and contract signing procedures.
- Administer consultant and construction contracts; participate in consultant selection process.
- Draft Request for Proposal (RFP)/Statement of Qualifications (SOQs); develop scopes of work
- Draft contract language, write specifications, develop recommendations for site plans and construction methods and assist with the production of master plans and conduct related studies.
- Process addendums and change order requests
- Assure compliance with City's risk management requirements
- Perform bid analysis and make recommendation for award.
- Serve as a technical resource for City departments on site-related parks, trails, and open space issues.
- Manage records in compliance with state and federal requirements.
ADDITIONAL JOB FUNCTIONS
- Uses a variety of computer software programs such as Microsoft Word, Excel, and Outlook.
- Other duties as assigned.

QUALIFICATIONS
- Bachelors degree in architecture, engineering, building construction, business administration, or a related field is required. A Master's degree in Public Administration or Business Administration is preferred.
- Three (3) years full-time verifiable experience in project management is required. Experience with construction projects strongly preferred
- Obtain Georgia Department of Transportation Local Administered Projects (LAP) certification within six (6) months of employment.
