JOB TITLE: WIOA Fresh Start Case Manager
DEPARTMENT: WIOA
REPORTS TO: WIOA Director

EXEMPT: NO
SALARY LEVEL: $10.10 - $11.00 per hour
SHIFT: Monday-Friday, 8:30am - 4:30pm
LOCATION: CAC

ESSENTIAL DUTIES/RESPONSIBILITIES
The below statements are intended to describe the general nature and level of work performed by a person in this position. They are not to be construed as an exhaustive list of all duties that may be performed in such a position.

Provide services as identified in the Opioid Fresh Start policy which includes but is not limited to:

  • Preliminary screening for potential applicants, either at the correction facility or walk-ins at the agency.
  • Perform eligibility for applicants.
  • Enroll individuals into TYRO Leadership (Career Service).
  • Track attendance for TYRO Leadership.
  • Utilize V/R Googles at the correction facilities.
  • Assess and provide other services to remove barriers.
  • Provide supportive services as identified in the supportive service policy.
  • Maintain contact with the participant on a monthly basis until exited from the program.
  • Provide quarterly follow-up services for one year after program exit.

For individuals interested in occupation skills training, perform the following duties of a WIOA Adult & D/W Case Manager as it applies to Fresh Start:

Provide Career Services as identified in the Federal Regulations which includes but is not limited to:

  • Preliminary screening for potential WIOA enrollees.
  • Evaluation of job skills and experience.
  • Job search.
  • Cursory eligibility review (income, educational background)
  • Testing and Assessment.

Administer assessment tools as required.

  • Complete assessment documentation with the customer.
  • Brief customer on requirements and benefits of WIOA programming.
  • Compile and organize customer documentation for permanent file.
  • Enter participant data into the State designated OWCMS tracking system and other reporting software as directed.

Provide assistance with Training Services as identified in the Federal Regulations.

Provide Follow-up Services as identified in the Federal Regulations which includes but is not limited to:

  • Tracking of WIOA participants after separation from schooling.
  • Job search assistance.
  • Employment skills assistance (Career Services).

Provide assistance with ROMA reporting as directed.

Provide Intake services to all OhioMeansJobs customers which includes but is not limited to:

  • Registering customers on paper or State system (CFIS Client Tracking).
  • Provide Universal Career services to all customers visiting the Job Center.
  • Make appropriate referrals to OhioMeansJobs-Jefferson County Job Center Partners or other agencies to meet customer needs.

Assist the Program Director with coordination of computers and cubicles with OhioMeansJobs Center partners.

Coordinate with the Program Director and other OhioMeansJobs-Job Center Facilitators to maintain the Job Center and ensure it is properly supplied.

Complete other duties as assigned by Program Director, CEO and/or Agency Administration.

EMPLOYMENT QUALIFICATIONS
The qualifications listed below are guidelines for selection purposes; alternative qualifications may be substituted if there is a sufficient combination of Education and/or Experience to perform the Essential Duties/Responsibilities.

Education:
An AA or equivalent experience in business or related field is preferred.

Experience: A minimum of one year experience working in a customer service and/or direct social service environment is preferred.

Knowledge, Skills and Ability:
A thorough knowledge of, and/or the ability to read, interpret, and consistently apply Program Guidelines/Regulations, Personnel Policies and Procedures, standards, laws and other compliance mandates.

This position requires excellent verbal and written communication skills. Candidate must possess the ability to develop positive relationships with clients, vendors and community partners; relate well with others, be empathic and supportive with clients; work both independently and as part of our local community social service network to effectively and efficiently resolve crisis situations.

Proficient in the operation of computers, software, email, and other office equipment including, but not limited to, telephone, fax machine, copier, scanner or any other equipment necessary to complete the essential duties of the position.

Additional Requirements:
Must be able to obtain authorization to gain entrance to correctional facilities.

Must possess and maintain a valid driver license and reliable transportation.

Submit to and pass a background check as required.

Completion of required trainings.

Present a positive image of the agency to members of the community.
