Kaiser Permanente / The Southeast Permanente Medical Group (TSPMG) is excited to announce an opening for Chief Financial Officer & VP, Business Systems.

As a member of the senior leadership team, the CFO/VP Business Systems sets the strategic direction for TSPMG’s financial and analytic functions and provides executive leadership for the financial integrity and performance of the Medical Group. Plans, develops, and directs accounting, payroll, tax, analytics, data management, revenue management, budgeting and projections, productivity measurements, financial services, reporting, and support functions. Responsible for negotiating and coordinating all funding and reimbursement with Kaiser Foundation Health Plan. Partners with the TSPMG executive team to sponsor regional initiatives with the Kaiser Foundation Health Plan and National initiatives with the Permanente Federation. Responsible for all activities related to Revenue Cycle Oversees Business intelligence (i.e., data, reporting and analytics) for the region’s electronic medical record (KPHC) including medical informatics, system build, technical solutions, and deployment of functionality. Provides technology solutions and intelligent automation for the medical group, ensuring efficient integration, performance, and stability. Collaborates closely with key stakeholders on the development and professional contracting strategy and contract management within the Georgia Service areas.

Minimum Education Requirements:

  • Bachelor’s Degree in accounting or Finance
  • CPA and/or MBA

Minimum Requirements:

  • Minimum of ten years of comprehensive experience in relevant financial management. Public accounting or internal audit experience preferred.
  • Minimum of 5 years of health care experience required.
  • Thorough knowledge of generally accepted accounting principles.
  • Experience with revenue cycle, cost management, financial analysis, and budgeting techniques.
  • Experience with major financial software systems. Significant involvement in major system implementation as user preferred.
  • Experienced with matrix management techniques. Successful experience in achieving results through people in complex organization.
  • Strong computer skills.
  • Effective presentation skills.
  • Knowledge of technology in health care organizations including but not limited to electronic medical records and other clinical ancillary systems and intelligent automation
  • Knowledge of data management and warehousing, reporting and analytical services.

Preferred Experience:

  • Ten to fifteen years health care experience preferred.
  • Experience with HMO and/or medical group practice.

Required Licensure, Certification, Registration or Designation:

  • CPA

Major Responsibilities/Essential Functions:

Finance

  • Develops awareness and accountability within the Medical Group on aspects of fiduciary responsibility and internal control in both financial and operational environments to ensure that assets are protected and the integrity of databases, including financial data, are assured.
  • Leads the implementation, monitoring, correction, and improvement of the Medical Group’s control systems.
  • Ensures the timely processing of transactions and data, for accurate and timely accounting closings in accordance with generally accepted accounting principles. Owns the Medical Group’s general ledger and related interfaces/financial systems including system design and controlled access. Works with other financial and non-financial staff to accomplish an accurate and timely close process.
  • Coordinates with Program Offices, the Federation, other regional personnel, other Program CFO’s and PMG partners in development and implementation of financial policy and initiatives.
  • Responsible for efficient and accurate processing of biweekly payroll for TSPMG employees.
  • Effectively manages the external audit relationship and oversees audit coordination & tax filings of the Medical Group.
  • Responsible for the management of regulatory financial issues, including monitoring of compliance with key regulatory financial requirements.
  • Provides regular, accurate financial information to, and works with, Medical Group’s Board and operational leaders to enhance Medical Group performance, achieve financial targets, and educate and develop employees and physicians for the effective management of financial resources and information.
  • Responsible for Medical Group participation with Kaiser Foundation Health Plan Rate setting and Product Development activities.
  • Participates in the annual negotiation and administration of the MOU.
  • Works with KPGA Health Plan Chief Financial Officer and other Health Plan executives and staff to develop, implement and report on joint financial projections, measures, expectations, and issues.
  • Represents TSPMG in strategic financial matters with Health Plan as needed, including Revenue Cycle, Fee Schedule/OMS/ICM, etc.
  • Closely collaborates with key leaders for the development of professional contracting strategy and contracts management within the Georgia service areas.
  • Oversees professional contracting administrative resources charged with directing professional services contracting and network management. This includes the identified, vetting, negotiating, and signing of professional services contracts.
  • In close collaboration with key leaders, responsible for controlling outside medical cost through analytics, contracting, provider relations and system configuration.
  • In coordination with KFHP contracting resources, provides analytics support regarding contract performance to ensure accurate, competitive and high performing contracts with network providers.

Business Intelligence, Data, Reporting and Analytics

  • Oversees development and implementation of appropriate data management/governance structures for the medical group which ensure efficient and safe data conversion/movement practices, processes, and technology to eliminate duplication of work, establishment of consistent data definitions to ensure correctness and quality reporting.
  • Oversees provision of management dashboards to all areas of the medical group including but not limited to transitions of care, digital services, Shared Decision Making, drug/lab/rad utilization tracking and trending, along with SureNet reporting which serves as a safety net for certain clinical conditions.
  • Oversees provision of reporting and analytics services to medical group front line clinicians and leaders including the latest tools enabling real time, actionable reports (e.g., Epic Workbench, Registries) and tools which provide better visual analytics and interactive reporting (e.g., Tableau).

Systems Solutions and Deployment

  • Provides oversight of the electronic medical record (KPHC) including software performance, functionality implementation, upgrades, maintenance, patient safety and preventive illness alerts, clinical content, and efficiency tools.
  • Implementation and oversight of ancillary and peripheral systems which integrate with KPHC (e.g., MUSE, telemetry, HIE, Pyxis, PACs, etc.).
  • Develops and implement educational programs which enable clinicians to work more efficiently in KPHC and improve quality of work life (i.e., Essentials).

Technology

  • Oversees provision of technology solutions (both technical and clinical) for the medical group.
  • Oversees development and implementation of intelligent automated solutions for both business and clinical areas with a focus on relieving provider administrative burden.
