The AFRL Digital Capabilities Directorate (DCD) is seeking a Division Chief to lead its newly formed Integration and Operations Division. The selected candidate will report to the Chief Operation Officer of the Digital Capabilities Directorate and will be responsible for leading the organization’s acquisition, operations, and workforce support functions to enable digital transformation.

Position duties include, but are not limited to:
  • Integrates and orchestrates day-to-day internal operations of the directorate
  • Utilizes acquisition knowledge and experience to develop and execute acquisition strategies for the directorate.
  • Establishes innovative contracting approaches to support the pace of DCD efforts.
  • Applies expert, multi-disciplinary knowledge and agile practices to overcome difficult and complex project management and organizational problems using innovative and original approaches.
  • Supports workforce development, manages skills inventory, and plans directorate wide trainings critical to the success of the directorate.
  • Develops and oversees processes and policies as needed for all aspects of directorate operations and resource management; ensures compliance with external policies. (e.g. Continuity of Operations, records management, IG compliance, safety, etc.).
  • Supports re-engineering of business processes across the directorate to improve efficiency and speed.
  • Directly responsible for leading management, planning and programming, operations and full-spectrum staff functions within the directorate (e.g. security, workflow/taskers, workforce development, facilities management).
  • Represents the director and the directorate on Wright Site installation on operational issues.
  • Leads and supervises division personnel and exercises full authority and broad scope of responsibility for recommending and/or approving personnel management actions.
  • Cultivates and sustains a professional atmosphere of cooperation, cohesion, and teamwork within the directorate.

Required Qualifications

  • United States Citizenship
  • Must be able to obtain and maintain a Secret security clearance
  • This is a Testing Designated Position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
  • Applicants must have at least one (1) year of specialized experience at the next lower grade DR/DO-03/GS-14, or equivalent in other pay systems. Examples of specialized experience includes experience in professional IT, engineering OR scientific experience leading and managing collaborative S&T programs at the Directorate/Division or equivalent level, AND experience in strategic planning development.
  • This is an APDP position requiring Level/Tier 2 (Practitioner) Critical certification in Engineering & Technology Management (N), or ability to obtain certification within 24 months.
  • This is a Critical Acquisition Position. Selectee must execute, as a condition of employment, a written agreement to remain in Federal service in this position for at least 3 years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • Education: College Transcripts: If qualifying on education/position requires education, you must submit a legible official or copy of your transcripts.
    • General Engineering (0800) series requires: a professional engineering degree from an accredited institution is required. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; or a combination of education and experience. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf
    • Computer Science (1550) series requires a bachelor’s degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.     • Data Science (1560) series requires a degree in Mathematics, statistics, computer science, data science or a field directly related to the position.
