The Chief Operating Officer is responsible for ensuring excellence in our rehabilitation and recovery services, clinical services, care management and residential programs provided to children and adults in programs for individuals with mental illnesses, trauma and military service history. The COO provides leadership to an interdisciplinary team delivering effective services to that are response to the needs of the communities served. They are responsible for creating a culture of continuous quality improvement and growth in all programs and services.


Key responsibilities will include, but not limited to:


Strategic and Operational Business Management

  • Provides thorough leadership to drive best practices in treatment and services for all children and adults, including those with complex conditions such as co-occurring mental health and/or medical issues.
  • Creates and ensures adherence to a framework for quality improvement and the use of tools such as the Deming Plan-Do-Check-Act model, rapid cycle improvement, Six Sigma & Lean Management.
  • Works collaboratively and ensures that the agency focuses on collaboration with family members, school districts, payers, Office of Mental Health (OMH), NYS Department of Health (DOH), managed care companies, other organizations and all stakeholders.
  • Achieve goals and align interests through cooperation and collaboration with other groups and cross-functional teams, even where no direct reporting relationship exists.
  • Build and possess a strong network of relationships including thought leaders, academic leaders, and other contacts in the Mental Health and Substance Abuse communities within New York state and nationally.
  • Creates operating systems, processes and administrative workflows that achieve efficiencies and ensures accurate and timely results.
  • Continuously evaluates the program, working with all stakeholders to refine program goals and future strategy for the services.
  • Understands value-based reimbursement and has the skill set to transition and maintain services toward a value based managed care delivery system.
  • Commitment to a trauma informed approach.
  • Oversees quality data analytics.

Compliance and Regulatory Management

  • Maintains current regulatory expertise and ensures program compliance while promoting a culture that exceeds such standards.
  • Ensures that our sector is adequately meeting the needs of the communities served by participating in grants, collaborations with stakeholders, professional development opportunities, legislative activities, policy development and research projects.
  • Comply with the ethical standards contained within the Code of Conduct and adhere to Company policies and procedures, as well as regulatory and legislative requirements.
  • Be vigilant about local regulatory requirements and partner with Compliance to establish effective working relationship with local regulators.

People Management

  • Serves as a member of the executive management team to help advance the organization’s mission and strategic objectives.
  • Supervises and mentors program directors/deputy directors, empowering them to be effective and influential in their respective roles.
  • Creates initiatives, systems, and best practices to recruit, develop, and train a diverse and high-performing workforce.
  • Builds an organizational culture across all program settings that supports effective advancement of the goals of each program/service within the organization.
  • Acts as a diplomatic change agent to introduce program administrative processes and quality improvement activities.
  • Commitment to diversity, equity, and inclusion, with proven track record of developing policy and programs to ensure DEI is supported in staffing and programing.
Qualifications:
  • Minimum of 15 years of experience in OMH programs.
  • Relevant Graduate degree is required.
  • Self-starter, adaptable and detail-oriented.
  • Experience working in a high growth nonprofit organization.
  • Experience in an organization that is licensed by the Office of Mental Health (OMH) and Office of Addiction Services and Supports (OASAS).
  • Experience working with managed care companies.
  • Working knowledge of state and federal regulatory and various accreditation requirements related to behavioral health management.
  • Direct experience ensuring organizational compliance with outside regulatory and legal requirements as well as internal policies and bylaws.
  • Experience managing and communicating organizational change.
  • A strategic thinker who is able to analyze and problem solve situations of both technical and personal nature.
  • Experience leading quality improvement activities and applied knowledge of a performance improvement methodology.
  • Significant management experience, including an accessible, direct, transparent, and collaborative working style that motivates and inspires staff and colleagues to work hard and well together, offers a clear sense of direction, and holds self and staff accountable.
  • Experience with quality management tools and data analytics.
  • Able to manage a diverse group of individuals across multiple program locations while promoting diversity and inclusion within the organization.
  • Ability to execute multiple projects at the same time and prioritize a busy workload.
  • Professional, Intellectual curiosity, proactive attitude and approach; a sense of humor is a must.
  • Excellent verbal and written communication skills, including editing skills with meticulous attention to detail.
  • Strong commitment to the agency’s mission, purpose, and values.
  • Bi-lingual a plus.
  • Valid New York Driver’s License.
  • Must be fully vaccinated for COVID-19.
