Job description
POSITION SUMMARY:
Under the general direction of GHRPC Director of Programs and Executive Director, enforces property maintenance and nuisance codes for municipalities in the Green Hills Region of North Central Missouri. Provides written reports and violation notices; assists department with research related to city codes; and issues citations for those who do not comply with written notices pursuant to established procedures.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all team members in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
· Conducts field work and inspections of properties related to property maintenance, nuisance and zoning codes; writes up violations, if found; and documents and takes pictures of violation issues.
· Writes citations as necessary for code violations. Coordinates with court personnel on citations and upcoming court cases.
· Conducts court re-checks of properties scheduled for court; documents and takes pictures of properties not in compliance; and provides an update for the judge; attends court to respond to any questions.
· Researches, prepares and submits routine, recurring and special reports to management including quarterly reports; and makes council presentations as requested.
· Responds to questions from the public, property owners, and other parties/agencies by explaining the applicability of codes, ordinances, city and state statutes and related regulations and industry standards, the codes enforcement processes, and case-specific information while maintaining required security and confidentiality of information created or encountered in the course of assigned duties.
· Creates and maintains files and related records in manual and automated systems and assures proper retention and archiving.
· Supports the relationship between municipalities and the constituent population by providing excellent customer service; promotes city/community goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and municipality information; and performs related duties as required or assigned.
· Ensures that job duties are completed in strict adherence to established safe work practices.
· Ability to attend training/coursework to achieve certifications as needed.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Utilizing computer software programs affecting assigned work and compiling and preparing spreadsheets.
2. Establishing and maintaining effective working relationships with staff, management, outside agencies, local government employees and the general public.
3. Understanding or willingness to learn in detail about applicable Federal and State and local regulations and policies.
4. Receiving and reviewing reports or allegations of code violation to determine administrative actions.
5. Preparing and maintaining case files and records for code violations in both manual and computer-based systems.
6. Tech savvy and ability to utilize modern applications to enhance productivity.
7. Scheduling inspections and investigations in response to code violations or allegations.
8. Must be able to adapt to a fast-paced work environment and handle a variety of responsibilities with confidence and grace.
9. Ability to respond to requests and manage complex situations with excellent customer service.
10. Ability to communicate effectively verbally and in writing with diverse populations and multiple partners to establish and maintain cooperative relations with others.
11. Able to maintain high levels of confidentiality, credibility and professionalism.
12. Conducting code interpretation and code enforcement.
13. Proven experience with Microsoft Excel, Word, PowerPoint and Outlook.
14. Must be willing to travel locally within the counties of the region.
15. Occasional attendance at evening meetings necessary.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
The work is performed in an outside environment and an office setting. Walking, bending and stooping will be required. Requires local travel. 50% of the work will take place outside and must with comply with safety standards.
Education and Experience Needed:
High School Diploma/GED and two years of experience working with municipalities, or other government related public sector work.
Possession of a valid Missouri Driver’s License.
