Summary

AC Transit is seeking a Controller in the Finance department. Under general supervision; plans, organizes, directs, and coordinates the activities of the Accounting Department including general ledger, accounts payable, payroll, grant accounting, and fixed assets; and coordinates accounting activities with those of other departments.

Representative Functions

  • Manages, directs and organizes accounting activities including general ledger, accounts payable, payroll, grant accounting, and fixed assets.
  • Directs and monitors the timely preparation of monthly, quarterly, and annual financial statements and reports in conformance with GAAP and GASB; provides analysis; and approves external reports required by regulatory bodies.
  • Monitors and participates in the selection and implementation of automated and integrated financial management and benefits computer systems; and coordinates or provides staff training on the use of new equipment.
  • Directs and participates in the development of the accounting work plan.
  • Assigns work activities, projects and programs; monitors work flow; and reviews and evaluates work products, methods, and procedures.
  • Prepares the accounting budget; and directs and monitors budget implementation; and administers the approved budget.
  • Participates in the forecasting of funds needed for staffing, equipment, materials, and supplies.
  • Recommends the appointment of personnel; coordinates or provides staff training; works with employees to correct deficiencies; and implements discipline procedures, as necessary.
  • Coordinates department activities with those of other departments, outside agencies, and organizations.
  • Provides expertise and staff assistance to the CFO.
  • Interacts with external auditors and regulatory agencies.
  • Assists in the development and implementation of policies, procedures, and Critical Business Outcomes(CBOs), for the department.
  • Writes and prepares written correspondence, analyses, and technical and administrative reports and studies; and answers questions and provides information to District staff and the public.
  • May be required to temporarily replace or act in the position of the CFO, and may be required to perform some or all of the CFO's essential functions in such situations.
  • Performs related duties, as required.

Minimum Qualifications

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business, public administration or a related field.

Experience: Seven (7) years of increasingly responsible management experience that included at least five (5) years of experience in the administration of complex financial departments or projects in a large public or private organization. Familiarity with transit or transportation system activities and functions is highly desirable.
