    HOURS/SCHEDULE: FULL TIME, 40-HOURS PER WEEK, M-F

    STARTING SALARY RANGE: $87,136 TO $104,563 PER YEAR - DOQ

    POSITION SUMMARY:
    Responsible for planning, organizing, directing and managing all functions and operations of the Human Resources department, including implementing HR policies and programs and all aspects of employee relations and development. This position will manage staffing and recruiting, organizational development, performance management, labor law compliance, training, unemployment, safety and wellness, loss control, workers’ compensation, recognition, compensation and benefits, and volunteer management.
    ESSENTIAL POSITION DUTIES and FUNCTIONS to be performed with or without reasonable accommodation:
    Administration:
    • Develops District strategies by identifying and researching human resources issues; contributes information, analysis, and recommendations to the Executive Director; establishes human resources objectives in line with the District’s goals and objectives.
    • Administers human resources operations by recruiting, selecting, orienting, training, coaching, counseling and disciplining staff.
    • Prepares and manages the Human Resources’ department budget.
    • Guides management and employees actions by researching, developing, writing and updating policies, procedures, and guidelines; communicates and guides organizational values through coaching.
    • Administers processes related to District-wide employment activities such as recruitment, advertising, job posting, pre- and post-employment screening, reference checks, new employee orientations, hiring and terminations.
    • Administers the District’s safety and wellness program.
    • Administers the District’s volunteer resources program.
    • Administers the District’s HR/safety training program.
    • Administers the development and implementation of employee recognition programs.
    • Administers the employee benefit programs, including but not limited to, health insurance, employee assistance program and retirement plans.
    • Coordinates the District’s leadership training and professional coaching program.
    • Investigates and resolves employee relation issues. Assists in conflict resolution issues, as needed or requested. Assists in employee performance and development, disciplines and terminations.
    • Administers workers’ compensation program in conjunction with District’s risk management agency, PDRMA.
    • Serves as a secondary contact for the District’s liability/risk management for property, accident and employee injury claims.
    • Administers the District’s ID card access system and alarm panel permissions for all facilities.
    • Serves as the District’s ethics advisor in conjunction with the District’s legal counsel to ensure compliance with state law.
    • Serves as the District’s HIPAA compliance officer.
    • Coordinates unemployment claims, protest/appeal unwarranted claims and inappropriate IDES rulings.
    • Prepares human resource reports for review by the Executive Director and for presentation to the Commission.
    • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance.
    • Develops and maintains all personnel handbooks, forms and brochures.
    • Administers personnel files and records including maintenance of records within the Human Resources Information System (HRIS) database. Develops necessary reports.
    • Coordinates the development, review and revision of employee job descriptions.
    • Responds to inquiries and proactively communicates information regarding policies, procedures, benefits and programs.
    • Coordinates, updates and administers the job evaluation system.
    • Works with the District’s legal counsel on any personnel- or safety-related issues.
    • Participates in the development of District-wide policies and practices.
    • Responsible for other human resources and training applications as needed and required by the Executive Director and the Commission.
    • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
    • Administers the community service program.
    • Administers personnel information with the payroll division.
    • Develops the organizational structure of the department in accordance with professional standards and sound management techniques and principles, District policies and ordinances.
    • Plans, directs and implements programs, training, assignment, supervision, and discipline of all department members with the advice and consent of the Executive Director.
    • Hires, directs, manages, evaluates, promotes, disciplines and recommends such action for assigned personnel with the advice and consent of the Executive Director, following procedures established by the District and directs changes as needed
    • Provides professional and business advice on management decisions to Executive Director.
    • Works irregular hours, including weekends, evenings and holidays.
    • Possesses and maintains a valid and current Illinois Driver’s License free from suspension or revocation during term of employment; must maintain insurability with the District’s fleet insurance carrier.
    • Attends professional conferences, workshops and seminars as appropriate within budget parameters and with Department Head approval.
    • Obtains and maintains all required licenses and certifications and keeps up-to-date on professional trends and developments related to position accountabilities.
    • Performs the job safely and in compliance with District policies, procedures, work and safety rules, the Employee Handbook, and applicable laws and regulations..
    • Perform other duties as assigned.

    Staff Supervision:
    • Volunteer Coordinator, Safety & Wellness Coordinator and Human Resources Generalist; carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

    Additional duties and functions may be essential.

    QUALIFICATIONS:
    • Minimum Age Requirement: 21 years of age
    • Education: Bachelor’s degree in human resources or related discipline.
    • Experience: Ten (10) years of progressively responsible human resources; five (5) years of senior-level management experience in human resources, preferably in a forest preserve or park district environment, or an equivalent combination of relevant education, experience and training.
    • Certifications/Licenses: SHRM-CP/SHRM-SCP and/or SPHR/PHR certification a plus.
