JOB SUMMARY: The responsibilities include but are not limited to; receiving and dispatching emergency calls to law enforcement, fire, and emergency medical services for Allendale County.
MAJOR DUTIES:
o Receives, monitors, and dispatches radio communications traffic for EMS, Fire, and Law Enforcement throughout the county, including all emergent and non-emergent calls.
o Dispatches the appropriate medical personnel to incident locations; maintains radio contact with all responders in the field; provides pre-arrival medical instructions, as needed, until emergency personnel arrive on scene. o Maintains accurate and complete communication records using a computer aided dispatch system. o Monitors weather conditions; initiates weather alert system as necessary.
o Provides 24/7 support services for multiple county agencies.
o Enters and retrieves data from the South Carolina Law Enforcement Division and National Crime Information Center network.
o Verifies addresses and identifies locations using a computerized mapping system of Allendale County.
o Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
o Knowledge of applicable federal, state, and local statutes and department policies and procedures. o Knowledge of the regulations and procedures of state and national crime information centers.
o Knowledge of the geography and road system of Allendale County. o Knowledge of the radio codes used in public safety work.
o Knowledge of standard operating procedures of customer agencies. o Knowledge of dispatching procedures.
o Skill in reading maps. o Skill in operating radio and communications equipment.
o Skill in operating a computer.
o Skill in dealing with the public.
o Skill in problem solving and decision making.
o Skill in oral and written communication.
FUNCTION
SUPERVISORY CONTROLS: The Communications Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include applicable federal and state laws, county ordinances, NCIC procedures, and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY: The work consists of related clerical and technical dispatching duties. The need to respond quickly to distraught persons in emergency situations contributes to the complexity of the work.
The able to multi-task quickly and efficiently during emergency situations.
SCOPE AND EFFECT: The purpose of this position is to respond to emergent and non-emergent calls and dispatch proper responding agencies. Successful performance helps ensure the protection of community life and property.
PERSONAL CONTACTS: Contacts are typically with co-workers, representatives of other public safety agencies, representatives of service and support agencies, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or console for extended periods of time with standing and walking also involved. The employee occasionally lifts light objects, uses equipment requiring a high degree of dexterity, uses equipment that requires the ability to hear and process information accurately, and equipment that will require the ability to interpret different colors.
WORK ENVIRONMENT: The work is typically performed in a dispatch center that is often noisy.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM TRAINING AND EXPERIENCE
o High School Diploma or equivalent is required.
o Sufficient experience to understand the basic principles relevant to the major duties of the position along with basic typing skills and ability to use basic office equipment.
o Applicants must have a clear criminal history; background check will be completed by SLED and through law enforcement. Pre-employment drug screen will also be required.
o Dispatch experience preferred but not required.
o Possession of or ability to readily obtain SLED (South Carolina Law Enforcement Division)
NCIC certification, South Carolina Criminal Justice Basic Telecommunicator certification,
CPR, and First Aid.
