Basic Function and Responsibility:

This is a full-time, grant funded position. The ECE Grant Manager - ECACE will support the efforts of the Early Childhood Access Consortium For Equity (ECACE) in accordance with the Early Childhood Education at Oakton Community College. The ECE Grant Manager - ECAC will implement a multi-layered approach to support new and continuing students. Data collection and reporting, oversight of the ECACE grant and the Consortium/Legislative requirements, and oversight of the ECE Coaches/Mentors are major functions of this position. Recruitment, persistence, and completion of ECE certificates, Gateways credentials, and/or ECE degrees will also be a primary focus per the ECACE. This position interacts with students, faculty, internal departments, administration, Consortium members and staff, as well others in the early childhood community and as such, requires a prominent level of professionalism and confidentiality.

Characteristic Duties and Responsibilities:

  • Oversee the daily functions of the ECACE Grant including but not limited to executing tactics related to the established goals of the grant as well as reporting requirements.
  • Develop and implement strategies to meet the intended goals established by the State for increased enrollment, persistence, and completion.
  • Become familiar with ECACE Legislation and carry out strategies to ensure Legislative requirements are met.
  • Oversee ECE Coaches/Mentors including, but not limited to, scheduling of meetings and events, maintaining time sheets, providing supports, problem-solving, assigning additional responsibilities as needed, and collecting monthly data of students.
  • Oversee all data collection. Design, monitor, and maintain an Early Childhood Education and Care database with spreadsheets to be used for tracking and reporting student information related to outreach, admission, retention, persistence and completion of ECE certificates, credentials and degrees; Use internal data spreadsheets to determine accurate student count and notes regarding students listed as ECE; Train ECE Coaches/Mentors on how to use these spreadsheets so that data can be shared in one document; Do additional data collection as needed; May also prepare and/or present data as requested by ECE Chairs, administration, or ICCB/IBHE for regular reporting.
  • Coordinate with internal departments and the Institutional Team as needed to plan, implement, and accomplish ECACE objectives and Legislative requirements.
  • Prepare and maintain files of current syllabi, active course files, college policies and procedures, ECE Program Policies and Requirements, and Gateways course alignments.
  • Keep updated on ECACE information by attending all ECACE related meetings including participation in Regional Hubs, and sharing notes with ECE Chairs and Administrators.
  • Attend in-service and division meetings, attend ECE Advisory Board meetings, participate in professional development opportunities and complete additional trainings as requested.
  • Design marketing materials (i.e., flyers, brochures, swag etc.) and work with internal departments (i.e., marketing and administrative assistants) to go through the process of ordering materials after final approval by ECE Chairs. Distribute materials as recommended by ECE Chairs.
  • Support the application of the ECACE grant funds by collecting information needed for budgeting, including time and effort reports, ordering materials and equipment as requested by ECE Chairs, and working directly with the Grants Office on developing a yearly budget in consultation with ECE Chair.
  • Regularly utilize collected data to identify all students eligible for ECE Certificates and Gateways credentials. Create a spreadsheet and assign ECE Coaches/Mentors to individually assist each student with the application processes; follow up on completion of tasks.
  • Regularly attend/visit high schools, childcare centers, open house events and other community events to share information regarding the ECACE scholarship, transfer information and the ECE program at Oakton; Organize and host outreach events and/or meetings regularly with above mentioned entities.
  • Refer students to the advising department for ECE advising and to develop an academic plan; Assign ECE Coaches/Mentors to follow up with students to ensure each student has an updated academic plan on file with correct certificates and degree listed.
  • Visit ECE classes during each semester to share information about the ECACE scholarship, transfer and program updates and handout program brochures/flyers.
  • Refer students with course questions or instructor concerns directly to the instructor.
  • Other duties as assigned

Job Requirements:


Qualifications and Working Conditions:

  • Bachelor's degree in Business, Education, Early Childhood Education or a related field; or an equivalent combination of training and experience from which comparable knowledge and abilities is required.
  • Two years experience in an office environment. Previous experience in an higher education setting is preferred.
  • Two years experience managing a budget.
  • Interpersonal verbal and writing communication skills requiring the ability to persuade and/or negotiate agreements is required.
  • Ability to interact and work collaboratively with colleagues, students and the public is required.
  • Ability to use a computer to enter, retrieve and manipulate data is required.

Supervision Received:

Functional and administrative supervision is received from the Associate Vice President of Workforce Education/Dean of Business & Career Technologies Division.

ECE Coaches/Mentors and data specialists

This is a temporary grant position and continued employment, is based on the successful renewal of the grant.

Based on the needs of the college and with Administrator approval, some positions at the college may have remote or hybrid schedule options available. Please note, that during the 65 working day probationary period, employees are required to report to campus.

Oakton is accessible by public transportation.

Hours: Monday - Friday - 8:15 am - 5:00 pm - Some early evening hours may be required for this position.
