Position Title: Emergency Management Program Manager

Organization: Lewis & Clark County, Administration

Pay Rate: $34.64 per hour - $36.67 per hour

Position Type/Status: Full-time, Permanent, Exempt

Lewis and Clark County is hiring an Emergency Management Program Manager to manage the Emergency Management Services program for Lewis and Clark County. Under general direction from the Chief Administrative Officer, this position manages the Emergency Management Services program for Lewis and Clark County.

Who We Are

The Administrative and Financial Services Department is responsible for finance and budget, personnel, payroll, mail services, property management, communications, and grant activities for the County. The department supports the commission with administrative, research, policy development, and oversight activities.

The CAO is responsible for supervision and day to day operations of Departments reporting to the Board of County Commissioners. The Board of County Commissioners established Goals and Objectives are:

  • Develop and maintain a culture of customer service.
  • Engage in effective long-range planning.
  • Improve communication between departments, with community partners, and the general public.
  • Efficiently and effectively manage public resources.

Duties

  • Organizes, coordinates, evaluates, and maintains a comprehensive, integrated Emergency Management Services program for the County;
  • Manages the Emergency Management Services program;
  • Establishes and maintains close and cooperative working relationships with elected officials, department and division heads within the County and City, as well as rural volunteer fire departments and works closely with other Federal, State and local officials, media outlets, and the general public;
  • Works with state and local agencies, private sector, and non-profit partners to develop policies and protocols and implement the community's mitigation, preparedness, response and recovery programs and plans;
  • Administers grant applications for the Emergency Management Performance Grant, Homeland Security, mitigation and other emergency management/services related grants;
  • Prepares and submits Federal Emergency Management Agency grant proposals and manages grant awards;
  • Supports incident response as a member of the broader incident command system;
  • Assists County departments with development of their emergency plans and procedures;
  • Manages the County’s emergency alert and warning systems. Coordinates with City/County Dispatch to carry out alert and warning protocols;
  • Proposes, prepares, and implements policies and procedures necessary to implement the County's Emergency Management Services Program and maintain the County's Emergency Services code;
  • Manages and maintains the County Emergency Operations Center (EOC);
  • Maintains and trains volunteers on EOC staff and directs EOC staff during training, exercises, and actual incidents;
  • Provides supervision and leadership for Department staff;
  • Conducts performance appraisals, approves timecards and participates in recruitment and termination processes;
  • Works with employees to correct deficiencies, including implementing disciplinary decisions;
  • Compiles and prepares instructional and awareness materials;
  • Responds to public inquiries and media about disaster preparedness and response; prepares news releases, public displays and other informational materials for use Countywide;
  • Works with the schools in developing emergency management plans, training teachers and informing students about disaster preparedness;
  • Develops, implements, and maintains written documentation required for continuity and contingency planning;
  • Prepares and coordinates trainings and exercises for emergency response partners, agencies, and responders;
  • Participates in meetings/committees involving emergency management, public safety, emergency communications, or other emergency service functions;
  • Prepares and monitors program budget;
  • Prepares reports on operations and activities;
  • Performs other duties as assigned.

Qualifications

The knowledge, skills, and abilities are acquired through a combination of education and experience equivalent to a Bachelor’s degree in Public Administration, Business Administration, Human Services, or closely related field, four years (4) experience working with grant management and disaster preparedness and response programs, and (2) two years supervisory experience. A four (4) year degree in an Emergency Management or related field and management experience in an emergency response and disaster preparedness program is preferred.

Special Requirements

  • Must be able to respond to emergency situations quickly and as needed.
  • Must have a valid driver’s license.

Physical Demands

Work is performed in indoor and outdoor environments where hazards and discomforts are generally controlled and modifiable. Position performs work in all types of weather and in conditions where dust, dirt, smoke, and debris are encountered. Personal protective gear may be required. This position must be able to stand, twist, stoop, reach, and push, pull, move, and lift up to 50 pounds occasionally. Position requires frequent contact with fellow employees, citizens and representative of other public agencies and may need to work long hours during emergency responses. The position requires off-site travel and visits and may need to work long hours during emergency responses.
