About the MBC: The MBC has served as the steward for the historic Minneapolis City Hall and Hennepin County Courthouse (also referred to as the Municipal Building) since 1904. The MBC was created by Minnesota Statutes as an independent board for the exclusive care of the building.

The Position: Under the general direction of the MBC Director, The HR Manager is responsible for managing the Human Resources Division. The HR Manager will perform a wide variety of human resources duties including recruitment and retention, employee relations, labor relations, employee benefits, performance management, classification and compensation, policy administration and management, training and development, risk management and oversight of safety programs. The HR Manager also supervises HR staff and prepares the HR budget.

Job Duties and Responsibilities

1. Manage all human resources programs and services, consulting with all levels of employees. Serve as HR resource for customers on complex strategic and technical human resources issues.
2. Provide consultation to employees and managers on complex employee issues, including
allegations of misconduct, fitness for duty examinations, ADA accommodation requests,
investigative procedures, identifying legal risks associated with actions or non?action, etc.
3. Conduct recruitment and selection efforts in accordance with appropriate procedures and laws. Partner with managers on planning and implementing onboarding activities for new hires.
4. Responsible for compensation administration.
5. Coordinate employee training opportunities and lead organizational development efforts.
6. Manages MBC’s annual open enrollment process and administers MBC’s employee benefits package including health, dental, life, and long?term disability insurances.
7. Oversee the administration of all leave programs including FMLA, Short Term Disability, Paid Parental Leave, COVID leave, etc. in accordance with all laws and regulations.
8. Complete required reports including pay equity, OSHA 300, GASB 75, etc.
9. Partner with management to develop, advise, and administer the MBC performance
management process to set goals and work plans, provide work direction and feedback, and train employees.
10. Recommend policy, procedure, and actions necessary to achieve objectives of Human Resources and the MBC. Interpret Human Resources policies, procedures, and applicable laws to employees and supervisory staff.
11. Conduct investigations into workplace matters and recommend action.
12. Provide staff assistance and participate in labor negotiations, arbitrations, mediations, and grievance procedures.
13. Oversee payroll, including the supervision of payroll personnel responsible for handling
timekeeping, bi?weekly payroll, reporting, records retention, and related services and support.
14. Serve as a member of the MBC Leadership Team, including participation in a respectful
workplace culture.

Required Qualifications

Minimum Education
Bachelor's degree in business administration, human resources, public administration, psychology, or closely related field.

Minimum Experience

  • Five years of experience providing operational support, recruiting, handling complex employee relations issues, training, and organization development.
  • SHRM?CP or SHRM?SCP certification strongly preferred.
  • Public service experience in a union environment strongly preferred.

Probationary Period
This position will be required to serve a six (6) month probationary period.
