DESCRIPTION

UCSD Health Sciences is a $1 billion dollar plus organization encompassing 16 academic departments (14 clinical, 2 basic sciences), 2 pre academic/hospital departments, 2 professional schools (School of Medicine and Skaggs School of Pharmacy and Pharmaceutical Sciences), 2 hospitals, and various other programs and units all dedicated towards fulfilling the Health Sciences missions. The UCSD Department of Cellular and Molecular Medicine (CMM) is one of two basic science units in the School of Medicine where world-class researchers study fundamental cellular processes and pathways using a variety of techniques from classical genetics and fluorescence microscopy to highthroughput genomics, systems biology, and crystallography. Our 36 faculty and over 200 postdoctoral scholars, graduate students, and research staff work on the cutting edge of biology, cutting across fields from basic biochemistry and genetics to genomics, systems biology and stem cell biology. The faculty also play a major role in medical and graduate student training, providing educational and programmatic offerings that span several disciplines and provide diversity to meet the interests of a broad spectrum of students and scholars. In the Department of Cellular and Molecular Medicine, the Manager for Academic Personnel and Human Resources is responsible for providing key support in the areas of Academic Personnel and Human Resources Management. The incumbent will work closely with Chair and Department Business Officer in planning, developing and administering overall departmental activities for a complex basic science department comprised of over 300 personnel consisting of Ladder Rank, In Residence, Adjunct, and Emeritus & Recall Faculty, Non-Faculty Academics, Postdoctoral Scholars, Visiting Scholars (in excess of 50% international), visiting graduate students, graduate students, staff members, students, and volunteers.

This position will participate in the review, interpretation, and dissemination of policy, independently analyzing projects containing complex information, advising on immigration processes and regulations, and supporting the department's human resources and academic personnel needs. In conjunction with the Academic Resource Center the HR/AP Manager will serve as the primary contact with relation to faculty recruitment, appointments, and academic reviews. In relation to the academic personnel management, the position will provide complex analysis of exceptional personnel actions and practices consistent with the mission of the department and University. This position will serve as a primary liaison and provide instruction, making decisions on behalf of the Department for Health Sciences Human Resources and Academic Resource Center who services the Department’s volunteers, undergraduate students, short term and career staff employees, visiting graduate students, postdoctoral and visiting scholars. The incumbent will have full charge over faculty and non-senate academic personnel administration. This position is also responsible for developing short and long term solutions for streamlining operations.

The Manager for Academic Personnel and Human Resources will maintain professional relationships throughout the campus.

Uses skills as a seasoned and experienced administrative operations professional to manage, plan and administer the operations of a small to mid-sized academic or non-academic department or organizational unit with limited scope. May report to a chair, director, or a higher level administrative operations professional or manager. Perform short- and long-term planning for the organization. May supervise staff or students. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

MINIMUM QUALIFICATIONS

  • Seven (7) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training

  • Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management. Demonstrated knowledge and experience in the analysis and interpretation of higher education policies, practices, and procedures for academic personnel and their application to all research and academic personnel titles. Including troubleshooting, and deductive reasoning skills.

  • Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.

  • Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.

  • Solid knowledge of common University-specific computer application programs.

  • Ability to use discretion and maintain confidentiality. Demonstrated experience exercising discretion in dealing with controversial or potentially sensitive topics. Proven experience in exercising independent judgment, troubleshooting, and able to defuse and problem solve complex and precedent setting situations.

  • Strong skills in short-term planning, analysis, problem-solving, and customer service.

  • Thorough knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.

  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses. Proven ability to research and analyze complex information and/or problems related to academic personnel in an objective manner. Analytical skills to anticipate and forecast impact of potential action. Proven ability to develop logical conclusions and to recommend sound and creative solutions.

  • Demonstrated ability to learn new information, synthesize information from a variety of sources and make prudent recommendations for a plan of action.

  • Skill to maintain composure under heavy workloads and conflicting priorities or demands and thereby sustain effective performance.
  • Strong organizational skills to coordinate large volumes of work, establish priorities, and meet deadlines. Demonstrated experience in maintaining a high degree of accuracy and attention to detail under the pressure of deadlines, while working with constant interruptions

  • Demonstrated excellent writing skills to independently compose and edit documents effectively. Knowledge of correct spelling and grammar and excellent proofreading skills. Possess strong writing skills to interact with a variety of personalities at all levels of the organization, exercising tact, mature judgment, diplomacy, and flexibility to promote positive working relationships and job effectiveness.

  • Knowledge of University faculty, non-senate academic, and staff personnel policies and procedures with ability to independently interpret and analyze, propose solutions and apply them to non-recurring or precedent-setting situations.

  • Ability to embrace and practice UCSD’s Principles of Community including the commitment to strive to maintain a climate of fairness, cooperation and professionalism.

  • Knowledge and experience with immigration regulations as they pertain to H1B, J1 and F1 immigration status and employment and academic policies and procedures. Proven ability to research, comprehend, analyze and apply new and complex immigration regulations.

  • Ability to streamline workflow and identify efficient practices.

PREFERRED QUALIFICATIONS

  • Background/experience and knowledge of in Health Sciences, School of Medicine, or basic science or research environment.

Pay Transparency Act

Annual Full Pay Range: $59,700 - $124,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $28.59 - $59.53

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
