Job Summary
The Manager Gas Operation-Distribution Construction at Springside is primarily responsible for managing and coordinating the capital construction projects and operation and maintenance of company's gas distribution system in geographic area.
This position works closely with New Customer Additions, Design, Design Support, GIS and Operations.
Other responsibilities include:
- Manages Meter Move Out projects.
- Supports implementation of Construction Mobile project.
- Manages company and contractor inspection resources for DEO Pipeline Infrastructure Replacement program, relocation projects and new customer additions.
- Manages resources including labor, vehicles, equipment, and material to ensure cost effective work planning and resource utilization, safe work practices, quality workmanship, and project completion.
- Develops strategies and continuous improvement plans for managing the internal and contracted resources required to meet short- and long-term goals.
- Directs distribution crews conducting preventative maintenance projects.
- Provides direction to Construction/operations team supervisors.
- Monitors contractor activities at multiple worksites and ensures accurate billing.
- Ensures compliance with applicable DOT pipeline safety, EPA, OSHA, NFPA, state, local, legal and tariff regulatory requirements.
- Advises and assists in technical training and development of employees.
- Develops and maintains an effective union/management relationship.
- Administers local union contract and Human Resources policies to address employee and labor relations issues.
- Pipeline Safety: Monitors and participates in the codes and regulatory rule-making processes at state and federal levels.
- Provides delivery with appraisal of pipeline safety issues and their impact on operations.
- Interfaces with state inspection representatives on pipeline safety matters.
- Maintains delivery's standard operating procedure, emergency manual and work procedures manual according to compliance requirements.
- Monitors operational compliance across delivery through audits.
- Coordinates the creation of operational and construction standards including design, materials and procedures.
- Provides and utilizes risk analysis models to identify and forecast strategic facility infrastructure risks.
- Develops predictive models, trends and forecasts.
- Recommends pipeline assessment methods to ensure pipeline integrity and compliance with applicable codes are cost effectively maintained and the gas delivery systems remains safe and reliable
- Manages the evaluation and monitoring of electronic data associated with asset and compliance systems and makes decisions on integrity of pipeline.
Required Knowledge, Skills, Abilities & Experience
Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):
- Master's Degree with at least 7+ years of relevant experience OR
- Bachelor’s Degree with at least 8+ years of relevant experience OR
- Associate's Degree with at least 10+ years of relevant experience OR
- High school diploma or GED with at least 12+ years of relevant experience
- 3+ years of supervisory or management experience required.
- Directly related experience includes: pipeline construction, engineering, or gas operations.
