Description
This recruitment is for a Parks, Recreation and Community Services Supervisor to oversee the aquatics program and facilities for the Parks, Recreation and Community Services Department. During down-time, incumbent is expected to perform duties in other areas/programs/events pertaining to the Parks, Recreation and Community Services Department. The typical work schedule for the position is Tuesday to Saturday; eight (8) hours per day from 5:00 AM to 1:30 PM.
The position is open until filled. The first application review will be on January 12, 2023. GENERAL PURPOSE
Under general direction provides support to the City’s diverse range of recreation and community services programs. Assists in the planning, organizing, and coordinating of a variety of recreational activities, special events, and community programs and services at an assigned recreation center, park facility, or recreational area; leads and supervises subordinate staff in assigned programs.
When assigned to Aquatics:
Under general supervision, to supervise and coordinate the activities and operations of a year-round community aquatics program and joint-use pool operations within the Parks, Recreation and Community Services Department including lifeguard operations, swimming instruction, and pool facility cleaning and maintenance; this is a hands-on supervisory position focused on a community aquatics programming with a significant amount of on deck time; the aquatic supervisor will perform professional recreation and community service work by managing programs and activities at a joint use aquatic complex including satellite programs; plan, organize, market/promote, supervise, mentor, teach, coordinate, and evaluate City-wide recreation or community services programs involving aquatics and special events; responsible for the overall safety of programs and participants; coordinate with school district staff and act as a liaison between school district and city; during aquatics downtime, this position will focus on supporting the Parks and Recreation department with events, marketing, and community involvement. Incumbent works in the capacity of a lifeguard as needed including proper response to life threatening emergencies and administration of first aid and emergency care; and performs related duties similar to the above in scope and function as required.
Distinguishing Characteristics
The Parks, Recreation and Community Services Supervisor is a specialized, supervisory class in the Parks and Recreation Department. Based upon assignment, incumbents are responsible for the activities provided to the community through the Parks and Recreation Departments special events, beach/aquatics programs, sports leagues, recreation/community centers and indoor/outdoor recreation programs. Responsibilities include planning, developing, marketing, budgeting, and supervising various programs within the department. Examples of programs include special events, art programs, youth and adult sports leagues, camps, after school recreation programs, preschool, youth, adult, and senior citizens programs, contractual taught classes and programs, aquatics, mobile recreation, nature programs, facility & field rentals, and volunteer programs. This class is distinguished from the Parks & Recreation or Community Services Manager in that the latter is responsible for managing the day-to-day operation of an assigned division.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the Parks and Recreation Director, the Parks and Recreation Manager, and/or Community Services Manager. Incumbent directly supervises multiple year-round staff and programs for the recreation and community services day-to-day activities of one or more recreation/community facilities, athletics, special events, community pool and/or community recreation programs. When assigned to aquatics, incumbent exercises direct supervision over lifeguards and instructor staff; plans, organizes, coordinates, trains, and provides oversight for lifeguard and instructor staff, aquatic programs, and activities, and basic pool operations. Oversees and provides aquatic trainings and assists in enforcing staff and facility policies.
Duties and Responsibilities
Directly supervise and coordinate staff, program activities and operations within one or more assigned program areas. Program areas include but are not limited to recreation facilities, fields, community pool, recreation, and community service programs and/or special events.
Continually plan, develop, implement, and evaluate programs and activities within assigned recreation and/or community services program area.
Collaborate with community partners, outside organizations, City departments, and school personal regarding the department’s special events, facilities, and programs.
Meet and participate in meetings regularly to maintain strong and collaborative relationships.
Research, identify, develop, and determine the viability of specific programs based upon community demographics; plan and implement programs which meet community needs.
Evaluate programs offered to the community to ascertain efficiency and effectiveness
Advise and instruct personnel on methods and techniques for improving programs.
Select, train, and evaluate the performance of staff and recommend hiring, promotions, and initiate disciplinary actions.
Inspect parks, fields, recreational/center facilities, and special event locations.
Supervise and evaluate contractual instructors, interns, and volunteers.
Work in collaboration with Department Manager(s) and Director to create yearly budget needed for staffing, equipment, materials, and supplies; monitor working budget and staff hours.
Keep inventory of existing equipment and supplies. Order, study, and recommend equipment and materials needed for various parks, fields, facilities, pools, and their programs.
Submit request for facility maintenance, write reports and follow-up with necessary repair request, services and other improvements with City departments when needed.
Participate in community outreach and presentations regarding parks, recreation and community service programs and special events within the department.
Assist community, sports leagues, special event groups and other organizations, in utilization of the programs, field rentals, facilities and special event permits offered by the City.
Plan, coordinate, supervise, and work with a diverse range of city-wide special events and community outreach events serving the City’s residents spanning multiple age groups and cultures.
Act as liaison between the division and various groups and a variety of public and private agencies in co-sponsored programs.
Prepare and review activity records and reports, daily logs, permits, and incident accident reports.
Meet, coordinate, and participate in meetings regularly with community program partners to maintain strong and collaborative relationships.
Provide excellent customer service to the community and outside organizations regarding recreation activities, facility amenities, special events and programs.
Assist in the promotion of program activities and special events via the creation of marketing materials, flyers, and related documents using a variety of platforms for communications including e-mails, websites, and social media and attend various events to promote services and events.
Attend and participate in professional group meetings.
Stay abreast of new trends and innovations in recreation and community service program development and implementation.

When assigned to aquatics:
Assume management responsibility for the services and activities of the Aquatics Division including lifeguard operations, swimming instruction and pool facility maintenance.
Ensure that the pool operations are in compliance with all county, state and federal laws governing public pools as well as current pool safety practices. Instruct staff on proper work and safety procedures and ensure compliance.
Coordinate operations and supervise staff of pool or aquatic facility with local school staff; schedule assigned staff; train staff in accordance with Red Cross standards; maintain records of staff certifications; provide on-going training to staff; review and evaluate employees work performance.
Assist in the recruitment and selection of staff and provide recommendations; provides supervision, training, orientation, and guidance to assigned staff; prepares weekly and daily schedules; complete and administer employee performance evaluations.
Plan, direct, coordinate and review the work plan for aquatics program staff; develop, monitor, and evaluate programs for effectiveness to meet a diverse population and make recommendations; review, and evaluate work products, methods, and procedures; assign work activities, projects, and programs; recommend and implement improvements and modifications for work methods and procedures.
Communicate status of activities and services to appropriate personnel, working cooperatively to schedule activities and services in accordance with established and special operational priorities; instructs staff in work procedures for joint use operations.
Oversee, supervise, and promote a diverse swimming program for all ages in accordance with community needs; set up lesson registration procedures; fill in for instructors as needed.
Assume responsibility for safe swimming pool operations; enforce applicable rules, regulations and ordinances governing the use of public pool facilities; act as primary or secondary lifeguard during programs and perform the duties of lifeguards and instructors, including administration of first-aid and CPR as necessary, work with employees to correct deficiencies; implement discipline procedures as appropriate; participate in the selection of staff, volunteers, and contractual instructors.
Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
Oversee and participate in lifeguard duties during pool hours and at all events held at the pool and administers minor first aid.
Oversee and participate in basic custodial duties and routine facility maintenance, including repairs and preventative maintenance of the deck, pool, equipment, office, and locker rooms.
Develop policies, rules, and procedures for the effective operation of the aquatics program, including establishing goals and objectives and priorities.
Manage and coordinate the maintenance of the aquatic facilities and equipment to ensure safety and compliance with standards; train staff in using chemicals appropriately to treat the pool water.
Make recommendations for new policies and programs for facility operation; develop and recommend aquatic recreation programming; inform and instruct subordinates and participants concerning policies, procedures, and programs; coordinate the implementation of approved pool programs.
Inspect facilities, maintain, and document water chemistry, order pool supplies; oversee City staff with routine setup and cleaning of pool, deck and restrooms.
Conduct in-service training programs for lifeguards/swim instructors and other staff; provide instruction in American Red Cross or equivalent courses such as Lifeguard Training, Water Safety Instructor, and First Aid for Public Safety Personnel (Title 22).
Maintain facility records and prepare periodic reports, forms, requisitions, and memorandums; maintain accurate records of services and activities, including recreation schedules, program participation, revenues, expenditures, accidents, vandalism, and contract programs.
Interpret the City recreation and community service programs to the public both on-site and at various community events; make presentations, publicize and market new and existing programs and special events; develop publicity materials and website information.
Establish program fees for the use of aquatic facilities by users; oversee registration process for aquatic programs; ensure accurate accounting of registration funds and deposit of revenues; provide necessary departments and staff with reports on registration.
Act as a liaison with local school and other community groups.
Respond to complaints and requests for information; interpret and apply regulations, policies, procedures, systems, rules, and precedents in response to inquiries, concerns, and complaints from public as necessary to ensure an expedient and satisfactory resolution.
Attend meetings and assist in providing staff support to the Parks, Recreation, and Community Services Department and the City Council, including preparation and presentation of technical staff reports.
Build and maintain positive working relationships with co-workers, other City employees, school personnel and the public using principles of good customer service.
Develop and prepare flyers, posters, banners, and other materials for distribution to schools and the community.

Qualifications
Education:
Graduation from an accredited college or university with a bachelor’s degree in recreation, physical education, hospitality and tourism or related field (if degree is not in listed field must also have minimum two years fulltime experience working in municipality parks, recreation and/or community service department.).
Experience:
Three (3) years of increasingly responsible experience including at least one (1) year of full-time experience leading and/or supervising permanent and/or temporary staff in organizing, planning, and implementing parks, recreation or community service programs and activities.
Licensing:
Possession of a valid California Driver's License and maintain throughout the course of employment.
Possession of, or successful acquisition within 12 months of employment, a valid CPR and first aid certification issued by the American Red Cross and maintain throughout the course of employment.
When assigned to aquatics:
Education:
Graduation from an accredited college or university with a bachelor’s degree in recreation, physical education, hospitality and tourism or related field (if degree is not in listed field must also have minimum two years fulltime experience working in municipality parks, recreation and/or community service department.).
Experience:
Four (4) years of experience involving the development and supervision of recreation or aquatic programs for all age groups, including three (3) years of increasing supervisory experience which must have involved the supervision of recreation and aquatic programs in a fulltime position.
Licensing and Certificates:
Possession of, or ability to obtain at the time of hire, a valid California driver's license and maintain throughout the course of employment.
Possession of Instructor Level certification in CPR for the Professional Rescuer.
Possession of Emergency First Response First Aid and Lifeguard training.

CAFETERIA BENEFIT PLANThe City sponsors an Internal Revenue Code §125 Cafeteria Benefit Plan that offers non-taxable benefits to employees. It allows employees to choose from several different benefit options, and, if the employee exceeds the City-provided allotment, he/she may use pretax dollars to fund the costs. The City contracts with the CalPERS Group Health Benefits Division, which offers several options including HMOs and PPOs plans.CalPERS offers eleven (11) medical plans within the San Diego County.
