This posting intends to fill a 6-month limited-term position.


This position provides analytical and administrative support to Treasury staff in a variety of risk management areas, including enterprise risk management, insurance, claims, and operational risks to reduce the likelihood of financial loss and maximize benefits to SMUD.

Purpose

To provide support to SMUD's Risk Management team who design, plan, coordinate, prioritize and administer SMUD's risk management and insurance programs and day-to-day operations to maximize the extent to which SMUD and third party risks are identified, evaluated and managed to provide protection against financial loss.

Nature and Scope

This classification is comprised of two levels: Level E is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level J upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.

Duties and Responsibilities

Assists Risk Management to evaluate risk program options that include: placement of construction insurance for major new SMUD power plants, substations and other facilities and the creation of owner-controlled insurance programs that reduce the cost of contractor insurance overhead that otherwise would be charged back to SMUD; assesses cyber hazards; and participates in interdepartmental project teams. Supports analysis to determine appropriate programs and procedures to mitigate potential risk areas for SMUD; conducts cost-benefit analyses to identify the most effective risk management solutions; provides analytical support for the claims and litigation programs and settlement negotiations; and assists in establishing and monitoring policies and procedures. Learns to assess SMUD risk exposure by reviewing SMUD programs, operations and contracts; identifies sources of potential injuries to employees and the public; assesses the potential for property damage; reviews loss control inspection reports; reviews safety area audits, inspection reports and recommendations; develops risk profiles that incorporate trends in accident causes, loss histories and loss projections; and identifies potential risk treatment methods including self-insurance, purchase of insurance, pooling, risk avoidance, risk control. Develops skill to underwrite materials for submittal worldwide to brokers and underwriters; audits policies; and negotiates settlement of first party and third party claims. Learn to review the impact of proposed legislation and guidelines on SMUD operations and cost structures; attends industry and related meetings on legal and other trends in the risk management industry; and preparing cost analyses. Aids in work activities with work-unit employees to meet established task objectives and deadlines by following established policies and precedents; communicating with team members and incorporating their input to processes and techniques; promoting staff safety and a safe work environment; participates as a team member in accomplishing objectives; and referring problems to supervision where solutions are not readily achievable. Coordinates, monitors and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract. Performs related duties as required.

Required Education

  • High School diploma or equivalent

Required Experience

Experience: One or more (1+) years of progressively responsible relevant work experience in utility risk management/insurance programs including overseeing broker, third party claims administrators and external counsel; a Bachelor degree in Business Administration, Finance or a related field can be used as a replacement for work experience.

Knowledge Of

Knowledge of: Procedures and practices for monitoring projects; procedures and practices for overseeing contractors/consultants work activities; procedures and practices for project budget management; basic principles of risk management and insurance; trends and best-practices related to program analyses and treatment of risk; methods and techniques related to risk financing; principles and practices of economic analyses of projects and programs; methods and techniques for planning, organizing, directing and controlling work activities; English composition and business writing and vocabulary standards; methods and techniques for report preparation and writing; methods and techniques for record keeping; modern office practices and procedures.

Desirable Education

Education: BA/BS degree from an accredited college or university majoring in Business Administration, Finance or related field that includes insurance/risk management coursework.

  • Ability to express ideas/facts clearly and concisely to individuals or groups, considering the audience and nature of information, in both verbal and written form.
  • Proficient in data analysis.
  • Proficient to advanced in MS Office programs - Word, Excel, PowerPoint, and Outlook.
  • Basic principles of risk management and insurance, including methods and techniques related to risk financing.
  • Principles and practices of economic analyses of projects and programs, including methods and techniques for planning, organizing, directing, and controlling work activities.
  • Electric utility risk management and insurance experience.
  • Superior prioritizing and multi-tasking skills.
  • Proven ability to allocate time spent on assignments by balancing relative risk and criticality of business need.
  • Presentation preparation, and public speaking skills.
  • Licenses or Certifications: Property & Casualty Insurance Broker License; Associate in Risk Management (ARM Designation); Certified Risk Manager (CRM Designation); and/or Chartered Property Casualty Underwriter (CPCU Designation) - desired, but not required.

On-site Work:

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks. Once the selected candidate is familiar with the role, this position may be eligible for SMUD's hybrid (office/home) work employee benefit, the schedule of which will be determined by the successful candidate and the Hiring Manager.
