SUMMARY
Under general supervision of the Director, Purchasing Services, the Senior Contract Officer performs the full range of contracting activities on small purchases as well as large complex contracts including construction contracts. Ensures that supplies, materials, equipment and services are provided to the District's schools and departments at the right time, place, quantity, quality and price. The goal is to obtain the best possible value in through solicitation of formal/informal competitive bids, request for proposals (RFP) request for quotations (RFQ) and contract negotiations, Assists management in planning and forecasting by advising on current trends and market conditions, and performs related duties as required or assigned.
SUPERVISORY RESPONSIBILITIES
Participates in or is designated supervisor of technical and clerical purchasing staff. An incumbent in this class may be expected to act in the absence of the director.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (May not include all duties performed)
Manages procurement for the District including but not limited to, business operations such as Facilities Management, Maintenance, Transportation, Title I, Perkins and other district budget centers.
Assist in developing acquisition plans, reviewing requirements for compliance with regulations and policies; advises customer, administrators and cost center managers in the area of source alternatives, product selection , price competition ,change orders, budget issues, account code problems and the proper expenditure accounts.
Works with architects, engineers and technical personnel in the development of specifications for large complex construction projects; coordinate schedule of bids, conducts pre-bid meetings, bid openings, and assists in the evaluation of bids, and makes award recommendations.
Develops specifications, terms and conditions, and makes determination of contract types issued in the solicitation of formal bids and/or request for proposals/quotations for the procurement of equipment, supplies, materials and services including construction type contracts.
Services as primary focal point in developing vendor base and advises vendors of proper procedures regarding DPS business procedures .
Facilitates contract actions, enforces competition requirements, evaluates contractor 's qualification, process change orders and progress payments; cancels contracts and recommends contract termination 's to legal counsel.
Performs ongoing analysis of purchasing productivity and efficiency, identifies problems and advises solutions and/or corrective actions to the Director or Purchasing and other management personnel. Provides purchasing process training and cost center assistance as required.
Serves as advisor on purchasing matters to junior purchasing personnel. Supervises the preparing, verifying, abstracting, controlling or closing out of procurement documents. Reviews, researches and resolves discrepancies with suppliers/firms ,cost center managers and Accounts Payable regarding invoices and receipt/non-receipts ,quality and damage of goods and services.
KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of government procurement laws, rules, regulations, Ohio Revised Code, DPS procurement policies, practices, and procurement functions and operations including formal bid procedures.
Comprehensive knowledge of the assigned commodity or service category, market conditions and trends that could affect the bid process and the sources of supply including vendor capabilities and performance .
Good knowledge of the organization and functions of large public school systems. Ability to research and develop new supply sources to provide appropriate competition and to work with potential suppliers to meet DPS needs in an equitable and timely manner.
Comprehensive knowledge of technology and familiarity with online procurement solutions.
Ability to communicate effectively, both orally and in writing , and skill in the ability to negotiate fairly, effectively, and efficiently.
Ability to establish and maintain effective relationships with others , including DPS officials and employees and vendors.
MINIMUM EDUCATION AND EXPERIENCE
Graduation from college with a bachelor degree in business administration or related field plus 5 years extensive experience in governmental procurement and contracting, or the equivalent in education and experience to provide the knowledge, skills and abilities listed above; or any combination of education and experience and training that provides the above noted knowledge, skill and abilities.
CERTIFICATES, LICENSES, REGISTRATIONS
CPPB and/or CPPO preferred.
