Job Description
PSE is looking for a Engineer III to join our Gas Standards & Quality Team. At the discretion of leadership, this role may also be filled as an Senior Engineer.
ABOUT THE GAS STANDARDS & COMMODITIES TEAM – Ready to manage a wide variety of job duties and interact with a vast group of peers internally and externally? Are you ready to be part of the solution?
The Gas Standards & Commodities Team is responsible for:
- Performing pipeline safety regulations research and interpretation;
- Follow statewide utilities practices and industry events and apply lessons learned to PSE standards and procedures
- Follow nationwide practices for Clean Energy implementation into the natural gas system
- Evaluating impacts of proposed state and federal regulations and API and NTSB recommendations to PSE and proactively prepare PSE’s process implementation prior to regulation enactment.
- Review and Develop new operating standards, procedures, and customer interfacing resources (handouts);
- Provide objective solutions of variance requests and construction field obstructions
- Lead evaluation of new pipeline commodities for additional resources and trouble-shoot existing pipeline components for performance and assessment of aging infrastructure;
- Support engineering, design, project management, and construction management
- Partner with peer teams to onboard Hydrogen blends and/or Renewable resources to the Natural Gas System
- Conducting manufacturer plant audits;
- Providing leadership/engineering support for PSE key initiatives and PSE/ contractor personnel on their day-to-day tasks; and
- Supporting emergency response operations when needed.

Job Responsibilities
- Lead and/or facilitate discussions/efforts with a wide range of stakeholders (Supply Chain, GSI, GFE, GSE, Construction Management, Meter Shop, IMO, C&SP, GFR, Procurement, Training, Safety, Pressure Control, Instrumentation, etc.)
- Apply judgement and experience to develop practical solutions to questions and proposed process improvements to complex problems
- Conduct regulation/standard research and interpretation
- Attend/participate in OSRAC, AGA, WEI, WGMSC and conference calls for pending regulations
- Evaluate regulation changes and forecast the impact of developing regulations to PSE Perform commodity and vendor evaluations
- Prepare complex designs, standards, procedures, specifications, studies, and analyses for various audiences
- Conduct cost benefit analyses for commodity or standard changes
- Review/evaluate standards, procedures, and customer requests to ensure code compliance
- Perform failure analysis on gas pipeline material and effectively document and communicate findings (The lab is fun!)
- Identify potential areas of weakness with assigned work and initiate corrective action
- Document and share work with others to strengthen the depth and breadth of skills within PSE s engineering workforce Ensure that problem solutions are tailored to PSE s business environment, and provide holistic solutions to problems by identifying and harmonizing connection with other PSE initiatives, projects, and products
- Support emergency response work as requested, including immediate and extended restoration efforts driven by weather and other system failures
- May lead or coordinate the work of junior engineers, engineering assistants, field technicians, and others who assist on specific projects
- Be able to adjust job priorities daily and meet commitments.
- Be able to self-manage time.
Minimum Qualifications
- Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field.
- Substantial experience in planning, design, specification preparation, technical field work, project cost estimating and scheduling (typically achieved after 5 or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
- Demonstrated organization, documentation, prioritization, and project management skills.
- Strong interpersonal and communication skills.
Desired Qualifications
- Demonstrated experience in basic distribution system design, plus 1-2 of the follow: (1) Complex design, (2) Field support, and (3) Program & policy development
- Demonstrated organization, documentation, prioritization, and project management skills
- Be familiar with the following: Natural gas system operation, maintenance, design, and construction practices/requirements; Pipeline safety regulations (i.e., 49 CFR 190-193, and WAC 480-90 & 93); PSE Gas Operating Standards and Field Procedures; Natural gas pipeline design codes (i.e., ASME B31.8, API 1104, etc); and Industry national standards/practices on natural gas commodities(i.e., various ASME, ASTM, API, MSS standards/practices)
- Drive and embrace change
- Work well in a team environment and be positive see the possibilities, be objective, see more than one way to do something right
- Experience working in the utility industry
- Possession of or ability to acquire a Professional Engineering license Knowledge of engineering economics and analysis
- Experience working on complex engineering projects

The pay range for this position is $85,000.00 - $141,500.00, and this position is eligible for annual goals based incentive bonuses.
