The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. This position will be in support of HJF's Home Office Internal Controls and Reporting Department.

• Oversee and ensure compliance of award closeout. Develop and run reports to include but not limited to closeout, new awards, open commitments. Works closely with other HJF departments (Billing, RAIM, Program management, etc.) to support closeout functions. Resolve night cycle errors in ERP when necessary.
• Process requisitions consistent with the Uniform Guidance or the FAR as applicable. Lead negotiations of major acquisitions on terms favorable considering quality, delivery and prices. Conduct solicitation of RFP, RFQ and verbal requests. Receive and evaluate proposals, quotations, and bids for major acquisitions. Process requisitions for micro-purchasing using the P-card and reconciliation to HJF’s financial system. Preparation of purchase orders and purchase agreements, all types and classifications.
• Solicits and obtains quotes for materials and services in compliance with Government Regulations and HJF’s policies and procedures. Keep abreast of current market changes and pricing for standard commodity items. Perform price/cost analysis, and other file documentation as required by the Uniform Guidance, FAR, or HJF Policy; maintains this documentation in accordance with HJF’s policies and procedures and federal regulations.
• Assist with financial and procurement compliance activities, including compiling documentation for DCAA audits based on management requests, coordinate DCAA floorcheck interviews, and advises on development of new ERP system procurement functionality
• May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

• Knowledge of award administration, Uniform Guidance, government contracting and non-profit industry contexts.
• Experience with procurement processes and regulations.
• Ability to manage time and multiple tasks effectively.
• Knowledge of financial systems.
• Highly skilled in Excel and presentation software and possessing outstanding verbal and written communication skills.

Work Environment

• This position will take place primarily in a office environment.

Education and Experience

• Bachelor's Degree in a Business, Finance, or related discipline required.
• 6-8 years of relevant work-related experience.
