Competitive compensation package:
Annual Pay Range: $52,521.91 - $66,336.59
Hourly Pay Range: $25.250921 - $31.892593
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.
In addition to competitive wages, Clackamas County offers an attractive benefits package for employees in regular status positions. Most benefits, including Medical & Dental, start the first of the month after date of hire:

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking an Administrative Specialist 1 to join our team within the Developmental Disabilities Program. The Administrative Specialist 1 will perform a variety of administrative duties in support of the Service Coordination team and conduct research or studies to ensure the smooth flow of services and operations, including tracking, scheduling, and delivery of services. Additional responsibilities may include providing direct support to management on routine issues, performing data entry, compiling data and preparing regular and periodic reports to assist in the evaluation of operations and services or to document compliance, and assisting with long-term department and division projects.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of one (1) year of experience providing administration and operational support, including data collection, analysis and recommendations to improve systems
- Strong organizational and project management skills with ability to prioritize tasks
- Experience providing services to customers in a positive and timely manner via in person and over the phone
- Experience providing independent administrative support
- Effective communication, both orally and in writing, with a variety of persons with diverse backgrounds
- Proficiency in Microsoft Office suite (Outlook, Word, Excel, etc.) and general office equipment

- Must pass a criminal history check which may include national or state fingerprint records check
- Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*
- Bilingual fluency is preferred in English and Spanish (Please note: Language fluency means being capable of using a language easily and accurately. Being "bilingual" means using or able to use two languages with equal fluency)
- Highly organized and able to coordinate workflows
- Comfort/familiarity with complex government databases, ability to recognize irregularities/problems and bring solutions to a supervisor
- Critical thinking skills; the ability to work independently and triage duties throughout the day based on need
- Experience responding to public inquiries and complaints
- Experience interpreting relevant policies, procedures, laws, and regulations

TYPICAL TASKS
Duties may include but are not limited to the following:
- Data Entry: Entry of PSW Timesheets in to eXPRS; Entry of Billable Encounters into eXPRS; entry of Service Plans into eXPRS Plan of Care; Data Management: Processes accounts payable, billings, and reports; reviews and verifies fiscal reports for accuracy; investigates and corrects errors to ensure compliance. Problem solve with PSWs, Service Coordinators, Agency Providers, Administrative Team, and/or Management when issues arise with these processes.
- Assist director/manager with administrative duties; coordinates meeting schedules, agendas and materials; records minutes; manages calendar and scheduling of various appointments, meetings and conferences.
- Establishes, revises and recommends administrative procedures, systems and workflow processes; monitors activities to ensure conformance with adopted program work plans; researches and reports on existing methods and recommends improvements to practices and procedures, and to coordinate program functions; develops and maintains operating or procedures manuals.
- Compiles data and prepares regular and periodic reports to assist in the evaluation of operations and services or to document compliance; conducts surveys and researches source documents; maintains computerized data bases; compiles statistical information for analysis; reviews reporting requirements and technical materials; interprets data, recognizes common irregularities and reports those to supervisor. Prepares, compiles or edits reports and other materials for use in operational planning and processes, and public meetings.
- Provides centralized control for response to customer service issues; clarifies, resolves or assigns public inquiries and complaints to appropriate personnel for resolution; provides information and prepares and edits written materials regarding department/division services, activities, programs, projects and personnel; interprets relevant policies, procedures, laws and regulations.
- Tracks and updates credentialing or re-credentialing, certifications, memberships, and other licensures for staff; coordinates staff training and travel; plans, prepares, and presents workshops for agency staff, clients, or the public; assists staff in locating necessary resources for programs or procedures.
- Provides staff support to internal advisory and operating committees; may provide staff support for external committees;may represent management at various meetings.
REQUIRED KNOWLEDGE AND SKILLS
Knowledge of: Program policies and procedures as well as Oregon Administrative Rules that govern how services are delivered to individuals who experience Intellectual/Developmental Disabilities in Oregon; office management and administration principles and procedures; research techniques and procedures, training methods, and public relation techniques and concepts.
Skill and Ability to: Exhibit a high level communication, facilitation and organizational skills; communicate effectively, both orally and in writing; compose correspondence requiring a high degree of initiative and judgment; organize and maintain office/administrative systems and procedures; understand, interpret and apply County and department policies and procedures, and technical materials; operate various types of office equipment with a high degree of independence and efficiency, including computer systems and software programs, word processing, spreadsheets and their functions/capabilities; establish and maintain cooperative working relationships with County employees and officials, contracted service providers, other government agencies, citizens groups, individuals, advocates, community partners, and the general public; use independent judgment, resourcefulness and initiative necessary to accomplish work in
a timely manner and provide recommendations to management; Strong coordination and collaboration skills, including effective communication, active listening, open mindedness and respect coupled with good reasoning, critical thinking and problem solving skills; experience using trauma informed practices in all service delivery; apply and implement an equity lens in all service delivery and interactions, to create a welcoming environment for everyone.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):
- Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
- This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
