Reports to the Director, Community Programs/Grants Administration; responsible for the overall operation of the New Haven WIC Program, comprised of provider sites located at Yale-New Haven Hospital (YNHH) York Street Campus, YNHH SRC Campus, Cornell Scott Hill Health Center, and Fairhaven Community Health Center as well as satellites located in Branford, Hamden, Milford, West Haven and Dixwell Avenue. Performs a variety of administrative and supervisory duties and directs all New Haven WIC Program services to ensure Program components are carried out in an effective and efficient manner in accordance with DPH program guidelines. Interprets and administers Federal Regulation and State WIC policies and procedures. Develops the annual New Haven WIC Local Agency Plan (LAP) in collaboration with operational sites and administers and monitors the LAP outcomes. Serves as point of contact for the New Haven WIC Program operations with the Connecticut Department of Public Health and subcontract agencies. Ensures that all components of the New Haven Local WIC Program adheres to all Federal and State regulations and guidelines. The Program Coordinator must spend at least eight hours per month at each WIC permanent provider site and 4 hours per quarter at each satellite site.

Responsibilities:
    1. Develops and assures that the New Haven WIC Program annual Local Agency plan and budget are in compliance with Federal and State regulations and guidelines.
    2. Assures completion and submission of all WIC contracts between the Hospital, the State of Connecticut, Department of Public Health Services, and subcontractors.
    3. Participates in the determination of budget amounts and terms of subcontracts with providers.
    4. Directly supervises all components of the day-to-day operations of the WIC SRC Program and coordinator activities of the three other WIC operational sites working closely with each site nutritionist to meet WIC program outcomes as defined by the annual Local Agency Plan and State protocols.
    5. Assures that all Federal and State regulations, guidelines and mandates are communicated to and adhered to, by the respective New Haven WIC Program provider sites.
    6. Coordinates and collects financial and statistical data from each subcontractor on a regular basis and submits all required reports to the State WIC for the New Haven WIC Program in a timely and accurate manner including the Local Agency Plan (LAP).
    7. Insures that the New Haven WIC Program maintains and adheres to standards against misuse of WIC funds
    8. May work directly with state, Federal and independent auditors in collaboration with Corporate Accounting department
    9. Directs all aspects of the food delivery system, including dispensing, documenting and safeguarding WIC checks.
    10. Communicates with local vendors as necessary such as Farmer's Market.
    11. Assures proper Program eligibility assessment and certification of applicants.
    12. Directs and coordinates a referral system with healthcare providers and other community health and social service programs.
    13. Assures that procedures are in place which maximize Program participation.
    14. Formulates outreach systems to target Program services to neediest individuals.
    15. Directly supervises and oversees Citywide nutrition services component of the New Haven WIC Program in conjunction with the CityWide WIC Program Nutritionist.
    16. Assures that procedures are in place which will enhance effectiveness of, and participation in, nutrition education programs offered.
    17. Coordinates the standardization of certification, nutrition education and food delivery protocol among the New Haven WIC provider sites.
    18. Monitors and supervises individual Site Manager/Nutritionists to ensure compliance and consistency among subcontractors addressing any confounding issues.
    19. Responsible for purchases all printed materials including outreach and nutrition education supplies used for New Haven Citywide WIC Program.
    20. Approves hiring of nutritional WIC staff at all New Haven WIC provider sites.
    21. Visits each New Haven WIC Provider site on a regular basis, maintaining an active role in its operation.
    22. Coordinates the introduction and installation of data systems, assuring full implementation at all sites.
    23. Works directly with the State of Connecticut, Department of Public Health, concerning all New Haven WIC business.
    24. Attends State mandated meetings in behalf of the New Haven WIC Program.
    25. Convenes meetings of Site Manager/Nutritionists and others on a periodic basis.
    26. Assures that WIC staff receives up-to-date education and training as necessary.
    27. Develops criteria for evaluation, conducts evaluation and assessment of New Haven WIC Program.
    28. Responsible for the creation and submission of the Request for Proposal (RFP) to the State of Connecticut, Department of Public Health, at the end of each contract period.
    29. Directly supervises and manages Hospital of Saint Raphael site which includes recruiting and hiring new personnel and evaluating employee performance.
    30. Collaborates with Facilities management for physical office space, lease agreement, negotiation of rental fees and rental payment. Communicates with landlord as necessary.
    31. As needed, provides WIC Program services to eligible participants.
    32. Related duties as required.
Qualifications:
EDUCATION

Bachelor's degree in publich health, health administration, administration, business administration or a health science with at least two years experience administering a program including supervising personnel. Master's Degree preferred.

EXPERIENCE

Three (3) or more years of management experience planning or administering a program including supervising personnel, preferably in a human services or healthcare organization. Two (2) to three (3) years' experience in clinical or community dietetics. Previous WIC experience desirable.

LICENSURE

Registered Dietitian

SPECIAL SKILLS

Excellent communication and clinical skills. Ability to work with a diverse population. Must have excellent communications skills both orally and in writing. Computer processing skills including word processing and spreadsheet applications. Must be detailed oriented and have the ability to work in a demanding environment. Grants financial management including subcontractor agreements.
