Job Description:
General Responsibility: The on-site Behavioral Health Director is responsible for providing over-all leadership and supervision of the Behavioral Health provider staff and of Behavioral Health care within their assigned CHC site(s). Administrative responsibilities include supervision of clinician staff, coordinating on-site quality assurance activities, and peer review. The on-site Behavioral Health Director provides consultation and guidance to the Regional Vice President with regard to all clinical issues, serving as a member of the sites leadership team, and works collaboratively with other CHC on-site Behavioral Health Directors and School Base Regional Directors under the direction of CHC's Behavioral Health Director. The on-site Behavioral Health Director, as the supervisor of the Behavioral Health provider staff, is in charge of reviewing clinical performance of each provider through annual performance appraisals and periodic peer review activities. The on-site Behavioral Health Director, in consultation and with the support of the Behavioral Health Director of CHC, is responsible for addressing and correcting any problems with clinical performance that are identified with support as needed from the Human Relations staff and Operations staff.
Qualifications, Appointment and Term of Service: Any member of the Behavioral Health staff of the Community Health Center who is a licensed independent provider (LCSW, LPC, APRN, LMFT, LADC, Licensed clinical psychologist, or MD/psychiatrist) in good standing and/or with at least one year of employment at CHC is eligible for appointment as an on-site Behavioral Health Director. Interested candidates submit their names for consideration to the Behavioral Health Director of CHC, for approval by the Behavioral Health Director in consultation with the Regional Vice President and CHC Clinical Director. The on-site Behavioral Health director shall serve in this capacity for two years. The Behavioral Health Director of CHC will review the performance of the on-site Behavioral Health director on a periodic basis, no less than every two years.. Either party may terminate the assignment, without cause, with three months notice. At the end of the two-year period, the on-site Behavioral Health director has the option of applying for an additional term. Any other clinical providers interested in being considered for the position of on-site Behavioral Health Director may apply to the Behavioral Health Director of CHC at that time. There are no term limits for this position.
Functions: The On Site Behavioral Health Director:
Provides overall clinical supervision of the Behavioral Health department of the assigned CHC site and provides ongoing clinical patient care. Clinical supervision shall include clinical orientation of new clinicians to the site, completion of evaluations for new clinicians, and annual performance appraisals thereafter. Direct clinical supervision of staff may be provided by the OSBHD or his/her designee as necessary due to licensing requirements and/or area of specialiaty.
Develops Peer Review tools in conjunction with the CHC BH Quality Improvement Committee and supervises the implementation of peer review on a periodic basis.
Reviews clinical performance of each provider through annual performance appraisals and periodic peer review activities, and is responsible for addressing and correcting any problems with clinical performance that are identified.
Provides leadership and supervision in developing and carrying out Behavioral Health quality assurance activities at the site, both specific to the site and in collaboration with the Behavioral Health quality improvement committee of CHC.
Ensures that the Behavioral Health staff adheres to all policies and procedures necessary for CHC to obtain on-going licensure by the behavioral health licensing authorities and accreditation by the Joint Commission.
Works with the Regional Vice President and Site Leadership team in the development of site-specific new services and programs and modifications of existing services., and provides on site leadership for the development and implementation of the CHC BH group initiative.
Meets no less than monthly with CHC's Behavioral Health Director and other on-site Behavioral Health Directors to discuss both agency-wide and site-specific issues of concern.
Provides guidance and leadership in identification and resolution of problems/barriers that impede effective and efficient quality patient care, in coordination with the Operations team.
Provides guidance and leadership in the development of clinicians’ templates and schedules in order to help CHC to achieve its productivity goals in coordination with the operations team.
Is responsible, in conjunction with the Operations team, for monitoring productivity data and taking appropriate steps to ensure that productivity goals are met.
Works collaboratively with on site Medical director and members of the Site Leadership team to ensure patient access to safe, appropriate, high quality integrated behavioral health care.
Collaborates with Regional Vice President and the Chief Behavioral Health Officer in the development of the annual site-specific budget relative to the behavioral health department and actively monitors and reviews financial data and budget projections.
Represents the Community Health Center in relationships with local and state professional societies, health officials, and community organizations.
