JOB TITLE:
Payroll and Benefits Specialist
REPORTS TO: Director of Finance
LOCATION: Administrative Office – Springfield Urban League, Inc.
Description of Basic Responsibilities:
The
Payroll & Benefits Specialist will administer activities relating to the organization’s payroll and benefits processing. The position includes developing, implementing, and monitoring such activities, (e.g., performing internal audit and control procedures to ensure that all wages, garnishments, and voluntary withholdings are accurate). The individual will be the organization’s subject matter expert for all payroll, benefits, and related activities.
Essential Duties and Responsibilities:
Payroll
- Manage yearly personnel reports, EAFs (Employee Action forms), EEO (Equal Employment Opportunity reports, etc.
- Track payroll accounts for 403b and insurance, etc.
- Maintain employee confidential payroll and HIPAA files.
- Generate payroll and benefit reports, as needed.
- Record and process payroll changes; benefit deductions, corrections, and adjustments using ADP.
- Upload approved semi-monthly payroll to be processed by ADP.
- Coordinate with the accounting team for payroll allocation relating to grant funds
- Create monthly headcount and salary reports through ADP’s Report System, verifying integrity of employee data by conducting frequent audits.
- Distribute payroll reports and make corrections as necessary, ensuring accuracy.
- Maintain ADP payroll database (personnel changes, runs reports, request amended W2's, etc.)
- Create, maintain, and periodically audit associate files and I-9s for accuracy and completion.
- Ensure staff profile are current in ADP’s system.
- Initiating/onboarding new hires, terminations, leave of absence, garnishments, 403b deductions and loans, medical and dental deductions.

- Work with TPA (Third Party Administrator) to ensure ACA reporting standards are meet.
- Process cobra letters, rollovers, retirements, and terminations disbursements.
- Provide required leave of absence paperwork and manage leave files for duration of leave and through the return-to-work process.
- Manage paid time off (PTO) for all staff, complete monthly payroll check reconciliation and perform electronic 403b transfers.
- Prepare conceptualized data that is presented to CEO, Human Resources & Finance Director.
- Perform administrative and office support activities for Executive staff when necessary
- Handle confidential information with sensitivity and discretion according to HIPAA.
- Maintain employee files, I9 information, drug screenings and all personal information.
Minimum Qualifications:
- Must possess an Associates or Baccalaureate in Finance, Business Administration, or a related field with experience or payroll administration.
- Must possess outstanding people skills, exhibiting the ability to communicate effectively with staff personnel, external vendors, and the community
- Knowledge of payroll, garnishments, and benefits distribution
- Demonstrated commitment to completion of projects timely.
- Knowledge of different types of payroll software
