The Water Resources Team Leader is responsible for project planning, scheduling, and maintaining client relationships. They are also responsible for overseeing staff charged with the development and delivery of drainage analyses, studies, and designs for TNP s clients, as well as providing stormwater design & management support services to other TNP departments such as transportation, land development, site development, and municipal service teams. The Team Leader position provides an excellent opportunity for personal & professional growth, as well as the opportunity to have a strong leadership role in the mentoring, growth, and development of the team.

Position Requirements:

At a minimum, the Team Leader must meet the following educational, professional, and personal requirements:

Education/Registration

  • S. in Civil Engineering
  • Current registration as a Professional Engineer (Civil) in the State of Texas, or the ability to obtain State of Texas P.E. certification within one (1) year
  • Certified Floodplain Manager (CFM) or ability to obtain within one (1) year

Professional

  • Responsive and results-oriented in service to clients and team members.
  • Design proficiency in roadway, drainage, water, and sanitary sewer improvements, preferred.
  • Fifteen (15) years of experience as a Civil Engineer in hydrologic & hydraulic analysis, modeling, and design.
  • Ten (10) years of experience as a Project Manager and/or Team Leader.
  • Proficiency with HEC-HMS, HEC-RAS (Steady and Unsteady), and SWMM.
  • Proficiency with AutoCAD Civil 3D and/or MicroStation.
  • Familiarity with ESRI ArcMap.
  • Familiarity with preparation of 2D modeling (XPSWMM, InfoWorks, or similar), preferred.
  • Strong commitment to professional development.
  • Demonstrated leadership and ability to effectively acquire, train & mentor a qualified & productive team.
  • Demonstrated ability to develop & maintain solid, team-oriented, collaborative working relationships with team members & clients.

Responsibilities/Expectations:

Responsibilities require being involved in both the production and management of projects, as well as leading/managing multiple clients and a project team. More specifically, responsibilities include:

Roles

  • Leader for overall team.
  • Manager/Coach for Senior Engineers, Project Managers & Technical Experts (direct reports).
  • Mentor for Production Team members.
  • Chief Client Manager for team.

Accountabilities

  • Accountable for maintaining a healthy work environment for your team.
  • Accountable for communicating standard operating procedures (SOPs), guidelines, and processes (i.e., QA/QC review, CAD standards, project management, project delivery, reporting, filing & documentation training, etc.) and ensuring that they are understood and followed.
  • Accountable for the output & results (production, performance & execution) of your direct reports (i.e., the delivery of projects following established SOPs, guidelines, and processes; and in accordance with the scope, schedule, and established budget).
  • Accountable for the leadership & management of your direct reports so that they collaborate competently and with full commitment to you and each other in pursuing the goals established for them.
  • Accountable for developing & maintaining (hiring, , training, coaching, etc.) a team of Project Managers, Technical Experts, Engineers, and/or Technicians capable of producing the output & results required.
  • Accountable for ensuring mentoring opportunities for Production Team members, as needed.
  • Accountable for maintaining a healthy workload and backlog for your direct reports and their teams.
  • Accountable for scoping, pricing, negotiating, contracting, invoicing, financial reporting, etc. of projects for which the team is responsible.
  • Accountable for maintaining strong client relationships.

Authorities

  • Authority to set direction and goals for your team (consistent with overall company direction & goals).

  • Authority to delegate some responsibilities (w/approval of Director).

Responsibilities

  • Oversee and participate in the technical analysis & design for a variety of public & private-sector hydrologic & hydraulic flood and/or drainage studies & designs, including stormwater detention/retention facilities, storm drainage systems, cross-drainage culverts, bridges, and bank stabilization improvements.
  • Oversee and participate in the preparation of proposals, design plans, calculation tables, reports, opinions of probable cost, construction specifications, and contract documents.
  • Establish and communicate team goals.
  • Communicate SOPs, guidelines, and processes, and ensure that they are understood and followed.
  • Establish goals for your direct reports.
  • Monitor progress, performance, and overall execution of your direct reports on an ongoing basis.
  • Approve time/effort of your direct reports.
  • Hire, fire, train & develop your direct reports.
  • Assist in marketing and selling services on behalf of TNP, including responding to new opportunities, prospects, RFPs, etc.
  • Approve all scopes, fees, schedules, and contract agreements for your team.
  • Engage clients through relationship-building and/or marketing activities on regular intervals.
  • Prepare your own individual action plan for professional development.
  • Maintain strong overall financial performance.
