The Inspection Supervisor provides day to day supervision of the refinery owner-user inspectors, develops and maintains the inspection systems and documentation, provides interface with the State, NBIC and other entities having jurisdiction on inspections. This person is responsible for managing the unit assignments and workloads of the unit inspectors and the QA/QC supervisor. The Inspection Supervisor is responsible for managing the contract inspectors, NDT technicians and PCMS administrators, including the number of personnel necessary for the workload. They develop and and/or manage the inspection budget, Plant Condition Monitoring System (PCMS), the inspection manual and procedures, the NDT program, the inspection programs, inspection compliance (including auditing), and the inspection filing system. They assure inspectors maintain proper certifications to meet the requirements of the Owner-User QC Program and MI programs. They develop the skills of the inspectors to optimize the department’s abilities and resources. The Inspection Supervisor provides an annual training plan for all inspection personnel and support reliability programs and projects with the appropriate inspection personnel and expertise.

Minimum Qualifications:
  • High School Diploma or GED with 14 years of inspection experience in Refining or Petrochemical industry OR;
  • Mechanical or Chemical Engineering plus 10 years job related experience in Maintenance, Engineering or Inspection.
  • API 510 Pressure Vessel Inspector Certification
  • API 570 Pressure Vessel Inspector Certification
  • Initmate working knowledge of refinery unit processes and corrosion environment
  • Experience as a supervisor, leading teams in an industrial/petrochemical environment.
Preferred:
  • CWI Certified Welding Inspector
  • Experience leading Mechanical and/or Inspection Programs
  • Prior inspection supervisor experience
Candidates must be able to obtain a TWIC (Transportation Worker Identification Credential) Card

TWIC ELIGIBILITY REQUIREMENTS:
The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card. Job Duties:
  • Be the safety steward and leader for the Inspection Group. Lead by example in all aspects of safety. Lead safety discussions, perform HSSE Activities and address safety issues as they arise. Perform safety investigations for the Inspection Group including contractor incidents. Conduct safety audits on work in progress.
  • Maintain an inspection plan and program that follows all applicable laws, industry standards, the CITGO Mechanical Integrity Program, and all CITGO reliability and inspection programs and requirements. Ensure inspections are completed prior to the due dates. Communicate findings and recommendations to the Reliability Manager, and Operations & Maintenance in a timely manner.
  • Develop and maintain inspection systems including the Plant Condition Monitoring System (PCMS). Perform system audits to ensure inspection compliance and that the data inputs and changes are accurate. Provide administrative services for PCMS. Develop and maintain the PCMS procedures and manual.
  • Participate in Unit Run Limiter Change Reviews, Fixed Equipment Reliability Teams, Run limiter Reviews, Fixed Equipment Tech Team, and other key Fixed Equipment teams and initiatives.
  • Develop and maintain all inspection procedure, manuals, and inspection programs. Develop and maintain all QA & QC programs and plans and audit the processes to ensure compliance. Maintain the inspection files per CITGO, State and PSM requirements. Update Codes and Standards such that the most recent edition or addendum is available. Maintain the Inspection Department technical library.
  • Develop, monitor, and maintain the Inspection Group budgets, training plans, requirements & certifications for the inspectors, inspection unit assignments, and inspector work assignments & workloads. Determine the necessary contractor support personnel for OSI, TA execution, inspection programs and administration, and manage the staffing levels. Assign tasks to the unit inspectors, QA/QC Supervisor and Reliability Clerk as needed. Qualify inspection services contractors, maintain OA agreements, and select advanced NDE contractors. Recommend, procure, and maintain Inspection Department tools & equipment.
  • Interface with the State of Texas and other government agencies that audit Inspection Department functions. Maintain the Inspection Department records to satisfy the State of Texas audits. Ensure compliance with the Owner-Users QC Manual. Ensure all contractors have the appropriate API / NDE certifications as required for the job. Review contractor NDE personnel qualifications and NDE procedures to ensure compliance with CITGO programs and Code requirements.
